This chapter shall be enforced in the same manner as provided for Chapter
91 of this Code.

The Code Official and any other person authorized
to enforce this chapter are authorized and have the right to enter
any premises in the Village in the enforcement of such person's duties,
as may be provided by law, and in emergencies whenever necessary to
protect the public interest. Owners and occupants of premises, their
agents and employees shall provide access, to any authorized person
in the performance of such duties, to all parts of such premises within
their control.

The Village shall maintain records of all complaints
received, inspections made and violations found regarding premises
which are subject to this chapter.

When the violation of any provision of this
chapter shall not be rectified within 48 hours after the service of
a notice of such violation containing such direction, the Code Official
may revoke any permit issued by the Village for the operation of such
premises (including a certificate of occupancy). Such revocation shall
not take place until after the owner of such premises has had a reasonable
opportunity to be heard before the Code Official. Any person aggrieved
by such revocation of permit by the Code Official may appeal to the
Board of Trustees to review said revocation. Such appeal shall be
made in writing, delivered to the Village Clerk within 20 days after
such revocation, but such revocation shall remain in effect until
reversed or modified by the Board of Trustees except where the Board
of Trustees otherwise provides.

Each occupant of dwelling units in the Village
shall also be responsible for compliance with the housing standards
in regard to the following:
A. Limiting occupancy to that part of the premises which
such person occupies or controls to no more than the maximum number
of persons permitted by the housing standards.
B. Maintaining that part of the premises which such person
occupies or controls in a clean, sanitary and safe condition.
C. Maintaining all plumbing, cooking and refrigeration
fixtures and appliances, as well as other building equipment and storage
facilities, in that part of the premises occupied or controlled by
such person in a clean and sanitary condition and providing reasonable
care in the operation and use thereof.
D. Keeping exits from such person's dwelling unit reasonably
clear and unencumbered so as not to hinder egress from such premises
in case of emergency.
E. Disposing of garbage and rubbish in a clean and sanitary
manner.
F. Exterminating insects, rodents or other pests within
such person's dwelling unit.
G. Hanging and removing required screens and storm windows
and doors.
H. Keeping permitted domestic animals and pets in an
appropriate manner and under control and preventing said animals and
pets from soiling public areas in multiple dwellings.
