[Adopted 7-14-1980 by L.L. No. 19-1980 as Ch. 70, Art. II, of the 1980 Code]
The provisions of this Article shall apply to every person owning property or residing or doing business within the limits of the Village of Thomaston.
As used in this Article, the following terms shall have the meanings indicated:
GARBAGE
Putrescible animal and vegetable wastes resulting from the handling, preparation, cooking or consumption of food.

RUBBISH
Includes all other refuse and waste material not defined in this Article as garbage, whether or not combustible, including but not limited to leaves, grass clippings, shrubbery clippings or similar materials and substances.
No garbage, rubbish or ashes shall be deposited, stored or held in such a place or in such a way as to create a nuisance detrimental to health. If deposited, stored or held outside a closed building or structure, all garbage, rubbish and ashes shall be placed and held in cans, baskets, bags or similar containers, completely and securely covered. All containers so containing garbage and rubbish in which there shall be any liquid shall be watertight and equipped with close-fitting tops of impermeable material, which shall be securely closed and fastened at all times.
All containers for garbage, rubbish or ashes, whether or not filled or empty, if kept outside a closed building or structure, shall be deposited, stored or held so as to be shielded from public view from the street and sidewalk and shall not be deposited, stored or held upon the street, sidewalk or other public place or upon the front yard or access driveway to the premises.
Any person, firm or corporation committing an offense against any provision of this Article shall be punishable as provided in the general penalty provisions contained in Chapter 1, General Provisions, Article II, of this Code.
