The Board of Trustees of the Village of Thomaston hereby finds and determines that it is appropriate, proper and necessary and in the interests of the public health, safety and general welfare for the village to regulate the disposition of solid wastes which are collected in the village in accordance with authority granted to the village by law, including Public Authorities Law, Subdivision 1 of § 2049-u. The purpose of this chapter is to implement and utilize that authority and to provide for the delivery of solid waste generated or originated within the village and collected within the village to a facility designated by the village.
All solid waste generated or originated within the Village of Thomaston, except for such materials designated by the Board of Trustees of the village as being exempt from this Article, shall be delivered to one (1) or more specified solid waste management facilities as may be designated by the Board of Trustees, by resolution, from time to time.
