All trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations or tractor-trailer-semitrailer combinations are hereby excluded from the highways or parts thereof described in Schedule XIV (§ 196-42). This exclusion shall not be construed to prevent the delivery or pickup of merchandise or other property along the highway from which such vehicles and combinations are excluded, provided that such vehicle shall go directly to the place of delivery or pickup of merchandise or other property and shall then leave such highway by the most direct route and without any unnecessary delay.
