A. 
When any vehicle is parked or abandoned on any highway within the Village during a snowstorm, flood, fire or other public emergency, or within 48 hours after the end of any snowstorm, which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by or at the direction of the Superintendent of Public Works.

B. 
When any vehicle is found unattended on any highway within this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by or at the direction of the Superintendent of Public Works.
C. 
When any vehicle is parked or abandoned on any highway within this Village where stopping, standing or parking is prohibited, said vehicle may be removed by or at the direction of the Superintendent of Public Works.
D. 
No person shall park or abandon any vehicle on any highway within the Village during a snowstorm, flood, fire or other public emergency, or within 24 hours after the end of any snowstorm, which affects that portion of the public highway upon which said vehicle is parked or abandoned, nor on any lawfully designated snow emergency route during a snowstorm or within 24 hours after the end of such snowstorm, nor shall any person leave a vehicle unattended on any highway in the Village where said vehicle constitutes an obstruction to traffic or hinders or obstructs the removal of snow from such highway.

After removal of any vehicle as provided in this article, the Superintendent of Public Works may store or provide for the storage of such vehicle in a suitable place at the expense of the owner. Such owner, or the person in charge of the vehicle, may redeem the same upon payment of the amount of all expenses actually and necessarily incurred in effecting such removal, such removal charges not to exceed $50, plus tax, together with any charges for storage, such storage charges not to exceed $25, plus tax, per day or fraction thereof.
It shall be the duty of the Superintendent of Public Works to ascertain the name of the owner of such vehicle or person having the same in charge and to notify him or her of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
