The Director of Public Works, or his agents,
may enter any premises receiving Town utility service at any reasonable
hour of the day, to examine the pipes and fixtures, the quantity of
water used and the manner of use, and to cut off the water for nonpayment
of rent or any violation of this article or the rules.
