There is hereby established the Municipal Court for the Village of Shorewood, Wisconsin.
A. 
Office created. There is hereby created the office of Judge of the Municipal Court for the Village of Shorewood, Wisconsin.
B. 
Election; term. The Municipal Judge shall be elected at large for a term of four years commencing on May 1 succeeding his election.

C. 
Salary. The Municipal Judge shall receive an annual salary as established by the Village Board, payable in monthly installments, which shall be in lieu of fees and costs. No salary shall be paid to the Judge for any time during his term for which he has not executed and filed his official bond and oath, as required by Subsection D of this section.

D. 
Oath; insurance in lieu of bond. The Municipal Judge shall execute and file with the Clerk of the Circuit Court for Milwaukee County the oath prescribed by § 757.02(1), Wis. Stats. Pursuant to § 755.03, Wis. Stats., in lieu of a bond, the Village shall obtain and maintain a dishonesty insurance policy or other appropriate insurance policy that covers the Municipal Judge in the amount of _____.

E. 
Jurisdiction. The Municipal Judge shall have such jurisdiction as provided by state law.
A. 
The Municipal Court for the Village of Shorewood shall be in session as determined by order of the Municipal Judge.
B. 
The Municipal Judge shall keep his office and hold court in the Village Hall of the Village of Shorewood.
C. 
The procedure in the Municipal Court for the Village of Shorewood shall be as provided by this chapter and state law.
D. 
The Municipal Judge shall collect all forfeitures, fines and taxable costs, including the maximum court costs permitted by state law, in any action or proceeding before him or her and shall pay over such moneys to the Village Treasurer not later than the seventh business day succeeding receipt thereof.

E. 
Municipal Court Authority to impose alternative juvenile dispositions and sanctions.

(1) 
Pursuant to § 938.17(2)(cm), Wis. Stats., the Shorewood Municipal Court, upon finding that a juvenile has violated a municipal ordinance, is authorized to impose any of the dispositions listed in §§ 938.343 and 938.344, Wis. Stats., in accordance with the provisions of those statutes.
(2) 
Pursuant to § 938.17(2)(cm), Wis. Stats., the Shorewood Municipal Court, upon finding that a juvenile has violated a municipal ordinance and a subsequent condition of a dispositional order of the Municipal Court issued under § 938.343 or 938.344, Wis. Stats., is authorized to impose any of the sanctions listed in § 938.355(6)(d), Wis. Stats., in accordance with the provisions of those statutes.
A. 
Authorization. There is hereby authorized the position of Court Clerk as provided under § 755.10, Wis. Stats.
B. 
Compensation. The compensation for the Court Clerk, an employee of the Police Department, shall be determined annually by the Village Board or at such other times as the Board determines.

C. 
Oath and bond. Before entering the duties of the office, the Court Clerk shall take the oath of office provided for under § 19.01, Wis. Stats., and give a bond as required by the Village Board. The cost of the bond shall be paid by the Village. The oath and the bond, if required, shall be filed with the Village Clerk.
D. 
Qualifications. The Court Clerk shall have the following qualifications:
(1) 
Training and experience. Graduation from a high school with business courses or additional business school training; completion of a standard course of typing; use of word processing and other computer equipment; or an equivalent combination of experience and training.
(2) 
Specialized abilities, skills, aptitude and knowledge.

(a) 
Knowledge of computer programs, accuracy in keyboarding and other general clerical aptitude.
(b) 
Ability to understand and effectively carry out oral and written instructions from the Judge with a high degree of accuracy.
(c) 
Ability to establish productive working relations with other employees and the general public.
E. 
Duties and responsibilities. The Court Clerk shall:
(1) 
Prepare legal process as may be required for the Court;
(2) 
Be present during all court sessions, keeping detailed records of all such proceedings and dispositions;
(3) 
Communicate verbally and in writing with defendants, their counsel, referral agencies, other courts, and such others as may be necessary regarding procedures, scheduling, appearances, fees, forfeitures, dispositions and such other matters as may be required;
(4) 
Prepare reports as required by Village, county, state and federal departments and agencies;
(5) 
Account for all moneys received and disbursed on a timely basis;
(6) 
Maintain the Court docket; and
(7) 
Perform such other duties and responsibilities as the Municipal Judge may direct.

The Municipal Judge may impose a forfeiture for contempt of court, in an amount not to exceed $200, in accordance with the procedures established under § 800.12(1), Wis. Stats. In addition to imposing a forfeiture, the Municipal Judge may also impose imprisonment in the county jail not to exceed seven days for contempt of court as set forth under § 800.12(1)(a), Wis. Stats.
