As used in this chapter, the following terms shall have the
meanings indicated:
BICYCLE
A vehicle propelled by the feet acting upon pedals and having
two or three wheels.
MOTOR BICYCLE
A.
A bicycle to which a power unit not an integral part of the
vehicle has been added to permit the vehicle to travel at the speed
of not more than 30 miles per hour with a one-hundred-fifty-pound
rider on a dry, level, hard surface with no wind and having a seat
for the operator; or
B.
A two-wheeled or three-wheeled vehicle that has fully operative
pedals for propulsion by a human power and an electric motor of less
than 750 watts and that is capable, when powered solely by the motor,
of a maximum speed of less than 20 miles per hour with a one-hundred-seventy-pound
rider on a dry, level, hard surface with no wind.
OPERATOR
Any person who drives, steers, pedals, or is in actual physical
control of a bicycle or motor bicycle.
Any officer of the Police Department shall have the further authority to impound an unregistered bicycle or motor bicycle which is subject to the provisions of this chapter if located or being operated on any public street, sidewalk, alley, or grounds. Further, a registration holder hereunder shall be subject to the penalties provided for under §
207-9 of this chapter.
Within 10 days after any bicycle or motor bicycle registered
hereunder shall have changed ownership, or been dismantled and taken
out of operation, such information shall be reported to the Village
Clerk by the person in whose name the vehicle has been registered.
