A civil defense emergency shall be declared
by authorities so delegated under Ch. 166, Wis. Stats.
As used in this article, the term "traffic"
means pedestrian or vehicular movement to public shelters and/or emergency
assignments during a declared civil defense emergency or official
exercise or test.
The Chief of Police, working in concert with
the local civil defense director, is hereby authorized to promulgate
appropriate detailed orders relative to control and direction of personnel
and vehicles during such emergency or official test or exercise, consistent
with current overall police service planning of the Statewide Civil
Defense Police Services Advisory Committee and Annex D of the Wisconsin
State Civil Defense Operational Survival Plan.
