Certain words and phrases are used in this article
which, for the purpose hereof, are defined as follows:
ASHES
The residue from the burning of wood, coal or other combustible
materials.
BRUSH AND VEGETATIVE WASTE
All grass clippings, lawn thatching, leaves, bushes, limbs,
branches and small trees up to four inches in diameter, with the stumps
or root balls removed.
COLLECTOR
Any person engaged in the business for gathering or disposing
of garbage, refuse, waste material and building materials.
GARBAGE
Any animal or vegetable waste solids resulting from the handling,
preparation, cooking or consumption of foods, but not including human
wastes.
PAPER
Includes newspaper, periodicals, cardboard and all other
wastepaper.
PERSON
An individual, proprietorship, partnership, limited partnership,
corporation, association, municipality, county and state government
or any political subdivision thereof or other legal entity.
REFUSE
Ashes, rubbish and trade waste.
TRADE WASTE
Includes but is not limited to all material resulting from
the prosecution of any business, trade or industry and shall include
but not be limited to paper, rags, leather, rubber, cartons, boxes,
wood, excelsior, sawdust, garbage, metals, metal shavings, wire, tin
cans, cylinders, earth and other materials, including building construction
or alteration work.
WASTE MATERIAL
Includes all or any garbage, refuse, paper, trade waste and
wastes from building construction or alteration work.
