There shall be a City Planning Commission consisting
of seven members appointed by the Mayor with approval of the Common
Council. The Mayor shall designate one of the members of the Commission
to serve as its chairman, who shall also serve as a member of the
Capital Program Committee. The five persons first appointed to the
Planning Commission following the effective date of this Charter shall
draw lots to determine which of their number shall serve for one-,
two-, three-, four- and five-year terms. The remaining two persons
appointed shall initially serve for a period of two years. Thereafter,
as each term expires all appointments to the Planning Commission shall
be for terms of five years.
The City Planning Commission shall:
A. Prepare and adopt a master plan as authorized and
required by law for the development of the City and submit such plan
to the Common Council for approval. Such plans shall be periodically
revised.
B. Study and approve all community development plans,
programs and activities for the City and render such advice and assistance
to the Mayor and the Common Council as the Board deems advisable.
D. Maintain current information concerning the availability
of federal and state financial and other aids and advise the Mayor
and other department and agency heads concerning possible sources
of such funds and other assistance.
Within any appropriation therefor, the City
Planning Commission may employ such permanent staff as may be authorized
by the Common Council, subject to Civil Service Law, Rules and Regulations,
and may enter into cooperative agreements with other units of local
government for the sharing of planning staff.
