No person shall engage in and carry on the business of bill posting or bill distributing or sign advertising or sample distributing in the City of Amsterdam without previously having obtained a license so to do under the provisions of this article.
The Mayor or City Clerk of the City of Amsterdam may grant to any person or persons who shall apply to them therefor, in writing, a license to engage in and carry on the business of bill posting and bill and sample distributing and sign advertising, which license shall expire one year after its issuance.
Every person or firm to whom a license may be granted under the provisions of this article shall pay to the Mayor or City Clerk for the use of the City of Amsterdam, on the delivery of the same to the parties to whom such license is granted, the sum of $25.
Every applicant for a license under the provisions of this article shall present to the Mayor or City Clerk at the time of making the application for such license, a bond in the penalty of $200, executed by the party making the application, and two sureties, to be approved by the Mayor, and conditioned for the faithful observance of the ordinances of said city and of the conditions upon which said license is granted.
Nothing in this article contained shall be construed to prevent merchants and other residents of and doing business in the City of Amsterdam from distributing or advertising their own business.
No other than a resident of the City of Amsterdam shall be granted a license under the provisions of this article.
No person to whom a license shall be granted as herein provided shall have, charge or receive more than the following prices for distribution of bills, books, folders and samples and posting of bills, to wit:
A. 
Posting bills for one week's showing: $0.03 per sheet.
B. 
Distributing almanacs, books and folders to private houses: $1.75 per 1,000.
C. 
Distributing circulars to private houses: $1.50 per 1,000.
D. 
Distributing samples to private houses: $2 per 1,000.
E. 
Tacking or nailing up signs of metal, wood or cardboard: $2 per 100.
It shall be unlawful for any person to ring any doorbell or rap at any door of a dwelling house for the purpose of calling attention to any bill, poster, sample or other advertising device left at such door or upon the premises.
Any person violating any of the provisions of this article shall forfeit and be subject to a fine of not more than $250, imprisonment for not more than 15 days, or both such fine and imprisonment.
