The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.

A. No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIII (§
228-47), attached to and made a part of this chapter.
B. No person
shall park a trailer, including a boat trailer, utility trailer and
truck trailer, without it being attached to an operable vehicle, on
any City street.
C. No person
shall park a commercial or noncommercial vehicle weighing over 10,000
pounds' curb weight on any City street in a residential area except
to make deliveries or to actively perform work.

D. No person
shall park a mobile home or trailer (including a boat trailer, utility
trailer and truck trailer), in any public parking lot owned by the
City of Amsterdam or in any private parking lot in the City of Amsterdam
if said lot is located in a residential zone.

E. No person
shall park a vehicle at any time upon any City street that is uninspected
or has an expired inspection.

shall park a vehicle at any time upon any City street that is unregistered
or has an expired registration.

G. No person
shall stop, stand or park a vehicle within 15 feet of a fire hydrant
except when such vehicle is attended by a licensed operator or chauffeur
who is seated in the front seat and who can immediately move such
vehicle in case of emergency, unless a different distance is indicated
by official signs, markings, parking meters or the provisions of any
local law, rule, or ordinance.

H. No person
shall park a vehicle at any time upon any City street with two-way
traffic with the left wheel to the curb.

I. No person
shall park a vehicle at any time upon any City sidewalk.

J. No person
shall park a vehicle on a City street when a snow emergency has been
declared by the Mayor pursuant to the provisions of the Executive
Law.

K. No person
shall park a vehicle within 15 feet of any intersection.

L. No person
shall park a vehicle such that it blocks or partially blocks access
to a public or private driveway.

M. No person
shall park a vehicle on a City street unoccupied with the engine running.

N. No person shall park in a location designated as "permit parking
only" without displaying the appropriate parking permit issued by
the City Clerk. Permits can be issued to a resident, property owner,
and/or visitor. Only two parking permits per resident, property owner,
and/or visitor will be issued. Additional parking permits will be
considered at the discretion of the Common Council. The City Clerk
shall establish guidelines to issue permits, including proof of residency
and/or vehicle information. Resident permits issued under this section
shall be specific for a single vehicle, shall not be transferred,
and shall be displayed only as the City Clerk prescribes. The permittee
shall remove the permit from the vehicle if the vehicle is sold, leased,
or no longer in the custody of permittee. The permittee shall notify
the City Clerk of any change from the information contained in the
original application.

No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIV (§
228-48), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XV (§
228-49), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVI (§
228-50) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVII (§
228-51) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVIII (§
228-52) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XIX (§
228-53) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§
228-54), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XXI (§
228-55), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§
228-56), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIII (§
228-57), attached to and made a part of this chapter, are hereby designated as bus stops.

A. Except as otherwise posted, winter parking rules shall
be in effect throughout the City between November 1 and the following
April 1 as follows:
(1) Alternate parking with odd-side parking on odd-numbered
days and even-side parking on even-numbered days. The effective time
for such alternate parking shall commence 6:00 p.m. of the day prior
to the day of permissible parking to 6:00 p.m. of the following day.
(2) Posting of this general rule shall be deemed sufficient
if placed at each vehicular entry to the City.
(3) On those streets where parking is normally permitted
on one side of the street only by other parking ordinances, the alternate
parking scheme defined above shall not apply; instead, in the event
of a snowfall of greater than three inches, parking on those streets
is prohibited for 24 hours after the snowfall. Streets where this
rule is in effect shall be so posted.
(4) Notification of these rules shall be given to the
media each year at least two weeks in advance of the November 1 implementation
date.
(5) Snow emergency. When a snowfall of greater than four inches is forecast,
the Mayor may proclaim a snow emergency. This proclamation shall be
published to all local news providers. The proclamation shall suspend
parking on all City streets for a specified period up to 36 hours
after the end of the snowfall.
B. The Mayor, Department of Public Works General Foreman,
or the Chief of Police is authorized to suspend parking on any street
in the City of Amsterdam for a period not to exceed 72 hours, provided
that any suspension of parking must be preceded by notice to the public
in the form of temporary no-parking signs posted 24 hours prior to
the parking suspension.
No person shall stand or park a vehicle upon
any roadway for the principal purposes of:
B. Washing, greasing or repairing such vehicle, except
repairs necessitated by an emergency.
