The licensing and regulatory provisions of this
chapter are enacted for the purpose of preserving and safeguarding
the health, safety, comfort and general welfare of the residents of
the village and visitors thereto.
The chapter shall not apply to the United States
of America, the State of New York, the County of Nassau, the Town
of North Hempstead or this village or to any officer or employee of
any of them when acting within the scope of powers and in discharge
of his duties as such officer or employee.
The agent or other representative of any nonresident
whose business is conducted by such agent or representative in the
village shall be personally responsible for compliance with the provisions
of this chapter, and all other ordinances of the village, and should
also be personally responsible for compliance by the business and
all vehicles or places of business operated in the course of the business
and for the procurement by said agent or representative of any license
or permit required by this chapter. Each person licensed by the village
to conduct a business shall be personally responsible for compliance
with the provisions of this chapter, and all other ordinances of the
village, and should also be personally responsible for compliance
by the business and all vehicles or places of business operated in
the course of business. Any failure in such compliance shall constitute
a violation of this chapter by the licensee and by any agents or representatives
conducting the business of the licensee, except in the case of traffic
provisions of this or other ordinances, which provisions are not in
terms applicable to the license or to such agent or representative.
