A. 
Every owner and every occupant of land abutting on a highway or sidewalk within the Village shall keep all sidewalks abutting on, in front of or passing over such land and all curb cuts, aprons, ramps, driveways or motor vehicle ways lying between such sidewalk and the street nearest thereto free and clear of all snow, ice, wastepaper, garbage, rubbish and obstruction to pedestrians or traffic; and said owner or occupant shall keep the gutters clear of wastepaper, garbage, rubbish and obstruction other than ice or snow, provided that failure to clear snow or ice from the sidewalk or any curb cut, apron, ramp, driveway or motor vehicle way, within a period of four hours, not including the period between 9:00 p.m. and 7:00 a.m., after the snow ceases to fall or the ice to form shall not be deemed a violation of this section, and provided that, in case the snow or ice shall be frozen so hard that it cannot be removed without injury to the pavement, there shall be no violation of this section so long as the snow or ice be removed as soon thereafter as the weather shall permit and, in the meantime, said pavement shall be strewn with ashes, sand, sawdust or other similar materials. Failure to comply with the provisions of this subsection shall constitute a violation of this article, and no act of the Village in removing snow, ice, wastepaper, garbage, rubbish or obstruction shall operate to relieve the owner or occupant of the abutting land of criminal liability therefor. Where any person shall fail to comply with the provisions of this section, the Village may remove the snow, ice, rubbish or obstruction and assess the expense thereof upon the adjoining land.
B. 
No person shall throw, cast, place or deposit, by shoveling, mechanical means or otherwise, snow or ice upon the paved portion of any street or highway within the Village.
