It is hereby declared and found that the taxicab
and prearranged for-hire vehicle industry and business in the Village
is vested with a public interest and is an integral part of the transportation
facilities of the Village and that its regulation is necessary to
secure adequate and safe transportation for residents of the Village
and other users of such facilities at fair and reasonable cost, to
prevent unconscionable and excessive pricing of taxicab and prearranged
for-hire vehicle services and other abuses and to prevent undue aggravation
of traffic and parking problems in the Village.
