The Board of Trustees may establish or modify
rate zones within the Village and fix or modify a schedule of maximum
rates for transportation by taxicabs or prearranged for-hire vehicle
from, to, within and between the various zones so established and
for transportation services by the hour and for services incidental
to taxicab or prearranged for-hire vehicle transportation. Any such
determination may be made by resolution adopted after a public hearing
held by the Board of Trustees on notice of not less than five days
by publication in the official newspaper of the Village. The schedule
of rates fixed by such resolution, or modified thereby, shall be published
in the official newspaper of the Village, and copies thereof shall
be posted in the office of each owner licensed to provide taxicab
or prearranged for-hire vehicle service within the Village and shall
be prominently and permanently displayed in each licensed taxicab
or prearranged for-hire vehicle operated within the Village.

The Board of Trustees shall in its discretion
from time to time, by resolution, determine the maximum number of
taxicabs or prearranged for-hire vehicles that may be operated under
licenses issued by the Commission. In so doing, it shall consider
any information furnished by the Commission, by licensed owners, drivers
and other persons, pertaining to the adequacy of taxicab or prearranged
for-hire vehicle service for the users thereof within the Village.
Any such determination may be made by resolution adopted after a public
hearing held by the Board of Trustees on notice of not less than five
days by publication in the official newspaper of the Village.
A.
Location of taxicab stands. The Board of Trustees
may from time to time by resolution establish taxicab stands at such
locations upon the streets or other public places of the village as
it deems necessary for the use of taxicabs operated and driven by
the persons licensed hereunder and prescribe the number of taxicabs
that may occupy each such stand, provided that it shall find that
such taxicab stands are required by public convenience and necessity
and will not tend to create a traffic hazard.
B.
Use of taxicab stands. All taxicab stands may be used
by any taxicab licensed hereunder and driven by any driver licensed
hereunder, provided that there is a vacant space available therefor.
C.
Other vehicles prohibited. No vehicle, other than
a taxicab duly licensed hereunder and driven by a person duly licensed
hereunder, shall at any time occupy any space established as a taxicab
stand.
