In a Residence Parking District the following regulations shall apply: No building may be erected, altered or used and no lot or premises may be used except for one of the following purposes:
A.
Any principal use permitted in a residence district as regulated in the least restrictive adjoining Residence A, B or C District.
B.
The ground-level parking of motor vehicles for or without compensation.
C.
Multiple-level parking of motor vehicles to the extent and under the conditions that may be authorized by the Board of Trustees.
D.
The storage of motor vehicles shall not be permitted, except to the extent and under the conditions that may be authorized by the Board of Trustees.
There shall be a landscaped buffer strip at least five feet in width along any property line, as determined by the Planning Board.
That portion of the district devoted to parking area shall be paved, and adequate provision for on-premises drainage and disposition of surface water shall be made.
The location of all entrances and exits shall be approved by the Planning Board.
[Amended 2-20-1992 by L.L. No. 3-1992]
One or more directional or traffic regulation signs, each not exceeding 12 square feet in area, may be displayed within a parking lot.
The general layout, access and traffic circulation of the parking area shall be designed so as to avoid unsafe conditions and traffic congestion in the streets upon which the parking area has access and to provide for the safety and adequacy for cars and pedestrians using the parking area.
If the parking lot is to operate after dark, suitably shaded floodlighting shall be provided. The Planning Board may limit the hours of lighting.
A plan for the parking area, showing its access, layout, improvement, fencing, landscaping, lighting and its relationship to adjoining business and residential areas, shall be submitted to the Planning Board for approval as fully complying with all the above requirements and any other applicable provisions of the Zoning Regulations. As a condition of approval, the Planning Board shall also require satisfactory evidence that the parking area will be maintained in full compliance with the requirements.
A building permit shall be obtained from the Building Inspector for the construction of any parking lot in this district.
Parking districts shall adjoin business or industrial districts and shall be used for accessory parking in connection with permitted uses and buildings in the adjoining district.
The Board of Appeals, on application, may vary or alter any boundary line of a parking district as established on the Official Building Zone Map, as amended; provided, however, that if such alteration or change in any boundary line shall result in a reduction of the parking accommodations of the particular parking district affected, sufficient contiguous areas shall be required to be provided to afford equivalent parking facilities in lieu thereof.
