A. 
Membership. There is hereby created a Traffic Commission which shall consist of the Chief of Police or his/her designee; Director of Public Safety; Director of Public Works or his/her designee; Traffic Engineer or Transportation Planner; Chief Planner; Chairman of the Public Safety Committee of Council or his or her designee; and two residents of the City, who shall be members at large, appointed by the Mayor and approved by the Council. The Mayor or his or her designee shall also be a member of the Traffic Commission. The Mayor may, however, authorize one of the other members of his or her staff already serving on Traffic Commission (Director of Public Works or the Director of Public Works' designee, Chief Planner or the Chief Planner's designee or Traffic Engineer) to be the Mayor's designee hereunder, in which case that individual shall be serving in both roles on Traffic Commission. The initial appointment of the two members at large shall be as follows: One member at large shall be appointed to serve for a one-year term and one member at large shall be appointed to serve for a two-year term. Their successors shall serve for terms of two years. In the instance that the Mayor elects to name one of the Mayor's staff already serving as a member of Traffic Commission as the Mayor's designee, the Mayor may elect to have a third resident of the City appointed as a member at large with the approval of City Council.

B. 
Duties. The Traffic Commission shall have the duty, power and authority to adopt regulations concerning the flow of traffic and parking of vehicles as specified in §§ 22-18 and 22-19.
C. 
Implementation. All regulations adopted by the Traffic Commission shall become effective upon their adoption by the Traffic Commission. The Traffic Commission shall, however, immediately provide them to City Council. Such regulations need not be read at official meetings of City Council, but shall be delivered to City Council as set forth above.

The Traffic Commission is authorized to regulate the flow of traffic and the parking of vehicles on the highways of the City in accordance with the laws of the Commonwealth of Pennsylvania relating thereto and in accordance with the Traffic Code. For these purposes, the Traffic Commission is authorized to erect, place, maintain and operate signs, semaphores and lights according to law.
Without limiting the authority granted to the Traffic Commission in § 22-18, the Traffic Commission is also specifically authorized to do the following:
A. 
Turning: to prohibit the turning of vehicles at intersections which it designates.
B. 
Through streets and stop or yield signs: to designate streets as through streets and to protect the entrances thereto with stop signs or yield right-of-way signs.
C. 
Safety zones: to establish safety zones for loading and unloading bus passengers and the protection of pedestrians.
D. 
Bus stops: to establish bus stops for loading and unloading bus passengers at the curb.
E. 
Loading zones: to establish load and unload zones.
F. 
No parking zones: to establish no parking zones not exceeding 150 feet in length.
G. 
Metered and nonmetered restricted parking zones: to establish metered restricted parking zones and nonmetered restricted parking zones.
H. 
Transportation vehicle stands: to establish taxi stands for taxicabs and similar vehicles used as public conveyances, which stands shall be marked for the exclusive use of these vehicles.
I. 
Prohibit parking: to prohibit parking on the sides of streets which it designates.
J. 
Changing parking time: to regulate further and to change the established legal parking time in both parking meter zones and other zones.
K. 
Traffic lanes: to establish traffic lanes at street intersections in which vehicles shall move in accordance with the direction indicated by such lanes when signs are placed giving legal notice thereof.
L. 
Driveways: to regulate the opening of all private driveways leading from any public street in the City, including the right to withhold or give consent to the opening thereof, to determine the size, location and grade of the opening and, in every way, to exercise complete control and supervision in connection therewith.
M. 
One-way streets: to designate certain streets for one-way traffic, and to indicate the required direction of traffic thereon.
N. 
Enforcement: to designate the hours of the day and the days of the year when each of the regulations promulgated by the Traffic Commission shall be in full force and effect.

The Traffic Commission is authorized to establish, change, modify and reestablish parking meter zones on the highways or portions thereof in residential districts which have been designated residential parking permit areas with the same effect as if such parking meter zones were established by the Council. Upon the designation of a parking meter zone within a residential parking permit area, the provisions of Chapter 285, Article IV, Parking Meters, shall be applicable to such parking meter zone except as otherwise provided herein. Notwithstanding the foregoing and in furtherance of the Traffic Commission's powers, the Traffic Commission is authorized to create, implement and monitor pilot programs not to exceed one year in length, to study the establishment of new and/or modification of existing residential parking permit areas for purposes of assisting the Traffic Commission in determining the best methodologies for creating rules and regulations to accomplish the provisions set forth above and in Article V of Chapter 285 of the Code of the City of Lancaster.
