A.
Membership. There is hereby created a Traffic Commission which shall consist of the Chief of Police or his/her designee; Director of Public Safety; Director of Public Works or his/her designee; Traffic Engineer or Transportation Planner; Chief Planner; Chairman of the Public Safety Committee of Council or his or her designee; and two residents of the City, who shall be members at large, appointed by the Mayor and approved by the Council. The Mayor or his or her designee shall also be a member of the Traffic Commission. The Mayor may, however, authorize one of the other members of his or her staff already serving on Traffic Commission (Director of Public Works or the Director of Public Works' designee, Chief Planner or the Chief Planner's designee or Traffic Engineer) to be the Mayor's designee hereunder, in which case that individual shall be serving in both roles on Traffic Commission. The initial appointment of the two members at large shall be as follows: One member at large shall be appointed to serve for a one-year term and one member at large shall be appointed to serve for a two-year term. Their successors shall serve for terms of two years. In the instance that the Mayor elects to name one of the Mayor's staff already serving as a member of Traffic Commission as the Mayor's designee, the Mayor may elect to have a third resident of the City appointed as a member at large with the approval of City Council.

C.
Implementation. All regulations adopted by the Traffic Commission shall become effective upon their adoption by the Traffic Commission. The Traffic Commission shall, however, immediately provide them to City Council. Such regulations need not be read at official meetings of City Council, but shall be delivered to City Council as set forth above.
