The Traffic Commission is authorized to regulate
the flow of traffic and the parking of vehicles on the highways of
the City in accordance with the laws of the Commonwealth of Pennsylvania
relating thereto and in accordance with the Traffic Code. For these
purposes, the Traffic Commission is authorized to erect, place, maintain
and operate signs, semaphores and lights according to law.
Without limiting the authority granted to the Traffic Commission in §
22-18, the Traffic Commission is also specifically authorized to do the following:
A. Turning: to prohibit the turning of vehicles at intersections
which it designates.
B. Through streets and stop or yield signs: to designate
streets as through streets and to protect the entrances thereto with
stop signs or yield right-of-way signs.
C. Safety zones: to establish safety zones for loading
and unloading bus passengers and the protection of pedestrians.
D. Bus stops: to establish bus stops for loading and
unloading bus passengers at the curb.
E. Loading zones: to establish load and unload zones.
F. No parking zones: to establish no parking zones not
exceeding 150 feet in length.
G. Metered and nonmetered restricted parking zones: to
establish metered restricted parking zones and nonmetered restricted
parking zones.
H. Transportation vehicle stands: to establish taxi stands
for taxicabs and similar vehicles used as public conveyances, which
stands shall be marked for the exclusive use of these vehicles.
I. Prohibit parking: to prohibit parking on the sides
of streets which it designates.
J. Changing parking time: to regulate further and to
change the established legal parking time in both parking meter zones
and other zones.
K. Traffic lanes: to establish traffic lanes at street
intersections in which vehicles shall move in accordance with the
direction indicated by such lanes when signs are placed giving legal
notice thereof.
L. Driveways: to regulate the opening of all private
driveways leading from any public street in the City, including the
right to withhold or give consent to the opening thereof, to determine
the size, location and grade of the opening and, in every way, to
exercise complete control and supervision in connection therewith.
M. One-way streets: to designate certain streets for
one-way traffic, and to indicate the required direction of traffic
thereon.
N. Enforcement: to designate the hours of the day and
the days of the year when each of the regulations promulgated by the
Traffic Commission shall be in full force and effect.
The Traffic Commission is authorized to establish, change, modify and reestablish parking meter zones on the highways or portions thereof in residential districts which have been designated residential parking permit areas with the same effect as if such parking meter zones were established by the Council. Upon the designation of a parking meter zone within a residential parking permit area, the provisions of Chaapter 285, Article
IV, Parking Meters, shall be applicable to such parking meter zone except as otherwise provided herein.
