The following Village officers shall be appointed by the Village Board
upon nomination or recommendation by either the Village Manager or the Village
President. They shall serve for a term of two years and shall be appointed
in odd-numbered years as of the first day of May of such years and shall not
be required to be residents of such Village.
A. Village Clerk. The powers and duties of the Village Clerk
shall be as prescribed by § 61.25, Wis. Stats.
B. Village Treasurer. The powers and duties of the Village
Treasurer shall be as set out in § 61.26, Wis. Stats.
C. Deputy Clerks and Deputy Treasurers. The Village Board
shall have the power to appoint Deputy Clerks and Deputy Treasurers upon nomination
or recommendation of either the Village Manager or the Village President and
by a majority vote of the Village Board. The Deputy Clerk and/or Deputy Treasurer
shall have the power of the Clerk or Treasurer, respectively, in his or her
absence or disability.

The Village Manager shall be the chief administrative officer of the
Village. The Village Manager shall have authority, within statutory, ordinance
or policy limits, to assure the efficient and effective organization and operation
of all Village departments and services. The Village Manager shall be responsible
for the proper administration of the affairs of the Village, pursuant to statute,
ordinances and resolutions of the Village Board, with powers and duties as
follows. The Village Manager shall:
A. See that all laws, ordinances or resolutions of the Village
Board subject to enforcement by him/her or by officers subject to his/her
direction and supervision are faithfully executed.
B. Develop Village personnel policies and procedures, including
a plan of administrative organization, and be responsible for all Village
personnel functions, including appointment for merit, counseling, motivation,
development, discipline and suspension or discharge of employees; provided
however, that the Village Manager may designate a department head to handle
any of these duties within his/her respective department.
C. Have the duty to make recommendations to the President
and Board of Trustees for the appointment of administrative officers appointed
by the Board of Trustees.
D. Supervise and coordinate the functions and duties of
all administrative officers and, when he/she deems it necessary, discipline,
suspend or remove any administrative officer of the Village, except the Village
Attorney, Fire Chief and Police Chief; provided, however, that any appointed
personnel who are so discharged shall have the right to request that the Administrative
Committee review their discharge.
E. Attend all Board of Trustees meetings and such other
meetings as directed by the President or Board. The Village Manager shall
have the right to take part in discussions, except those personally related
to him/her, but shall have no vote.
F. Have authority to review all records, routines and working
hours of all employees, administer fringe benefit plans and recommend to the
Board of Trustees administrative control routines that will best promote efficiency
and economy.
G. Recommend to the Board of Trustees for adoption such
measures as the Village Manager may deem necessary or expedient to carry out
the terms and conditions of any contracts in which the Village is interested
or in which it is a party.
H. Be the purchasing agent for the Village and, in the ordinary course of business, make or authorize all purchases of materials and supplies necessary for the Village, as provided for in the annual budget, following the procedures set forth in Chapter
30 of this Code and §§ 66.0901 and 66.0131, Wis. Stats.
I. Coordinate the work of all offices, institutions and
departments of the Village, administrative and appointive, and devise and
put into operation ways and means whereby efficiency and economy may be secured
in their operation.
J. Prepare and submit the annual budget and capital improvement
program to the Board of Trustees.
K. Keep the Board fully advised as to the financial condition
of the Village through submission of periodic reports as requested by the
Village Board.
L. Be in charge of obtaining all outside financial assistance
requested by the Board of Trustees or Finance Committee.
M. Keep the Board of Trustees advised concerning the needs
of the Village, its administration, business and affairs, including such matters
as pertain to its future growth and development.
N. Have the responsibility for the operation and maintenance
of all Village-owned property, lands, public buildings, improvements and equipment.
O. Have the general responsibility for the construction
of such public works and improvements as are approved by the Board of Trustees.
P. Prepare the agenda and order of business for all Board
of Trustees meetings, subject to specific requests by any two Trustees and
approval by the Board of Trustees at the commencement of meetings and subject
to § 19.83, Wis. Stats.
Q. Perform such other duties as may be prescribed by this
article or any other ordinance or resolution of the Board of Trustees.
