The Office of Borough Treasurer is hereby established
in the Department of Finance. The Treasurer shall be appointed at
the annual organizational meeting in January of each year and shall
serve for a term of one year and until his/her successor shall have
been appointed and qualified, subject to the provisions for tenure
contained in N.J.S.A. 40A:9-52. The Borough Treasurer may be the same
individual as the Chief Financial Officer within the Borough of South
River.
The Treasurer shall have, perform and exercise
all of the functions, powers and duties as provided by general law
and Borough ordinances. The Treasurer shall keep and maintain books
and records of all financial transactions of the Borough in accordance
with the standards and requirements of the Division of Local Government
of the Department of the Treasury of the State of New Jersey. The
Treasurer shall have custody of all public monies of the Borough and
shall make monthly reports to the Director of Finance of all receipts,
expenditures, commitments and unexpended appropriations. All monies
received from any source by or on behalf of the Borough or any department,
board, office or agency thereof, except as otherwise provided by ordinance,
shall be paid to the Treasurer, who shall, by the next ensuing banking
day after the receipt, deposit them to the credit of the Borough in
the authorized public depository of the Borough to the credit of the
proper account.
