There is hereby created the position of Tax
Collector who shall serve in the Department of Finance, and shall
have, perform and exercise all of the functions, powers and duties
provided for by general law or ordinances. The Tax Collector shall
receive and collect all monies assessed or raised by taxation or assessment
for any purposes. The Tax Collector shall keep proper records and
shall report to the Director of Finance at least once a month all
receipts and deposits made and shall in such report account for all
monies for which said person is responsible. The Tax Collector shall
keep a current record of all tax title liens, advising the Director
promptly as such liens become subject to foreclosure under tax law.
The Tax Collector shall enforce the payment of delinquent taxes by
the means provided by law as soon as the same become delinquent. In
addition to the above, the Tax Collector shall plan and conduct the
annual tax lien sale and prepare month-end reports for reconciliation
with the Finance Department and prepare and forward the annual tax
bills and notices.
The Tax Collector shall be a graduate from an
accredited college with a bachelor's degree in accounting and work
experience in the field is preferred. A bachelor's degree in a closely
related field and additional accounting experience may be substituted
for the accounting degree. The Tax Collector must possess a valid
Tax Collector certification issued by the State of New Jersey, Division
of Local Government Services, Department of Community Affairs, and
must possess a valid driver's license from the State of New Jersey.
Said individual shall also be able to format, develop and audit monthly
activity and accounting reports and maintain various computer files.
Supervisory experience is required. Knowledge of office procedures,
computers, software and peripheral equipment is required. The individual
must also be able to lift 25 pounds on an intermittent occasion.
The Tax Collector shall be either a full-time
or part-time as determined by the Mayor and governing body of the
Borough of South River. At no time shall the Borough have employed
more than one full-time and one part-time Tax Collector. The salary
of the Tax Collector shall be determined and fixed by the salary ordinances
of the Borough of South River.
The full-time and/or part-time Tax Collector
shall be appointed by the Mayor with the advice and consent of the
Borough Council. The length of term of each appointment shall be as
set forth by N.J.S.A. 40A-141 et seq.
