The Borough of South River shall administer
a program, which shall be known as the "Municipal Lifeline Credit
Program."
Any residential electric customer who, on July
1 of any year or anytime during the succeeding six months, is enrolled
in the Lifeline Credit Program administered by the Commissioner of
the Department of Human Services of the State of New Jersey shall
be eligible for the Municipal Lifeline Credit Program.
The Municipal Lifeline Credit Program shall consist of an annual credit against the electric utility bill of each eligible residential electric customer at his principal residence. Such credit shall be applied to the electric utility bill of such customer as soon as may be practicable, but in no case later than the bills issued in October of each year or as soon thereafter as eligibility is determined and shall be applied to each subsequent utility bill after the first until the full amount of the credit is exhausted. No household shall receive more than one annual credit. The annual credit shall be as provided in Chapter
155, Fees.
The Finance Department of the Borough of South
River shall, upon receiving the names and addresses of those individuals
qualified under the State Lifeline Credit Program, cause said households
to be credited under the Municipal Lifeline Credit Program in the
amounts as set forth above.
The Finance Department shall make an annual
report with respect to the Municipal Lifeline Credit Program to the
Mayor and Borough Council annually, said report to take place during
the first meeting in October of each year.
