There is hereby established a Police Department
in and for the Township of West Amwell pursuant to the powers vested
in the Township of West Amwell by the statutes of the State of New
Jersey.

A. Membership; appropriate authority; hearing officer.

(1) The Police Department shall consist of a Captain and
such other regular, full-time or part-time officers, patrolmen and
other members as will, from time to time, be deemed necessary and
be appointed by the Township Committee to properly preserve the peace
and good order within the Township of West Amwell.

(2) The Township Committee shall be the appropriate authority
for the adoption and promulgation of the rules and regulations for
the government of the Police Department and for the discipline of
its members.
(3) In dealing with the discipline of members of the Police
Department, the Township Committee shall have the discretion and the
authority to designate a hearing officer to conduct hearings and make
findings of fact and make recommendations to the Township Committee.
The Township Committee, as the appropriate authority, shall render
a final determination on all Police Department disciplinary matters.
The Township Committee shall have the power and authority to affirm,
reverse or modify the findings and recommendations of the appointed
hearing officer.
B. The Township Committee shall be in charge of the Police
Department. The Captain or highest ranking officer, as the case may
be, shall be directly responsible to the Township Committee for the
efficiency and routine administrative operations of the Department.
Said officer shall report at least monthly to the appropriate authority
in such form as shall be proscribed by such authority on the operation
of the force during the preceding month and shall make such other
reports as may be requested. Said officer shall have no other powers
except those that may be given him by state statute, this Part 1 or
the rules and regulations of the Police Department.
