This Part 1 shall be known as the "Refuse Collection Law of the Town of Henrietta."
By the adoption of this Part 1, the Town Board of the Town of Henrietta, for the promotion of the health, safety and general welfare of the Town of Henrietta and its inhabitants, declares its intent to regulate the collection and disposal of refuse and bulk refuse within the Town of Henrietta.
As used in this Part 1, the following terms shall have the meanings indicated:
BRUSH
Includes sticks and small branches which do not exceed four feet in length and are tied in bundles.

BULK REFUSE
Includes household appliances, furniture, dirt and sod in reasonable quantities.

GARBAGE
All putrescible animal or vegetable waste resulting from the handling, preparation, cooking and consumption of food in any private dwelling house, multiple dwelling, hotel, residence, building or institution.
HOLIDAY
Includes Christmas Day, New Year's Day, Thanksgiving Day, Memorial Day, Independence Day and Labor Day.
HOUSEHOLD APPLIANCES
Stoves, dishwashers, dryers, washing machines, water heaters and other appliances and scrap metal; refrigerators, air conditioners, microwave ovens and televisions may incur an additional charge as approved by the Town Board.

OWNER
Includes any tenant in occupancy as well as owner in title.
PERSON
Any individual, firm, partnership, company, corporation, association, society, group or other legal entity.
REFUSE
Includes all cardboard, plastic, metal or glass food containers, wastepaper, rags, sweepings, small pieces of wood, excelsior, rubber, leather and similar waste materials, except bulk refuse, that normally accumulate around a private dwelling house, multiple dwelling, business or industry. Also refer to "garbage."

REFUSE COLLECTOR
Includes any person, firm, corporation or legal entity licensed to carry on the business of receiving, collecting, transporting or disposing of garbage, refuse and bulk refuse or waste for hire within the Town of Henrietta.

YARD TRIMMINGS
Includes grass and hedge clippings and materials which result from the normal care of residential lawns and shrubs.
