Candidates for the position of Chief of Police shall
have held prior full-time employment in a law enforcement capacity
with a federal, state or municipal law enforcement agency, shall have
a superior rank and shall have demonstrated administrative and supervisory
ability. Candidates for the position of Chief of Police shall possess
a thorough knowledge of criminal law and procedure, police science
and police administration, and their personal qualifications shall
include superior leadership ability, emotional stability and poise,
alertness, ability to communicate clearly and effectively, ability
to effect good working and public relations and good moral character.
