A. 
All command and supervisory personnel shall be responsible and accountable for all provisions outlined in the Department's policy manuals, as it may pertain to their specific job assignment.
B. 
Command officers.
(1) 
Command officers are police officers holding the rank of Lieutenant or above and assigned to a position of command, or command of a division, by the Chief of Police.
(2) 
Command officers shall exercise direct control over all members within their command, subject to higher authority and in accordance with the rules and regulations and procedures of the Department.
(3) 
Command officers shall:
(a) 
Maintain good order and discipline within their command.
(b) 
Cooperate with other Department units.
(c) 
Investigate personnel complaints not processed elsewhere.
(d) 
Assign duties and responsibilities within their command to achieve command and Department objectives.
(e) 
Prepare reports and correspondence and maintain records concerning their command.
(f) 
Maintain the quarters, control of the equipment and material assigned to their command.
(g) 
Inform and advise their immediate supervisor of all significant conditions and activities existing in their division.
(h) 
Conduct periodic staff meetings and make periodic inspections of all personnel, equipment and facilities under their control.
(i) 
Ensure that all shift commanders and supervisors under their command are complying with and enforcing current policies and procedures, effectively deploying personnel to decrease the incidents of crime, vice and traffic conditions within the Borough and directing and coordinating police operations at emergencies or other situations requiring their immediate attention.
(j) 
Appoint a command level officer to assume full command of the Police Department in conformance with the duties and responsibilities of the Chief of Police as set forth in § A240-10.
(4) 
A command officer is responsible for determining that each member of his command is instructed in his duties and performs them properly. The command officer, under the direction and consistent with the authority delegated to him by the Chief of Police and in accordance with (Medford Lakes Borough ordinances) and rules and regulations, assists the Chief of Police in the management and discipline of the Police Department.
(5) 
A command officer shall command and control a division within the Police Department and is responsible for its overall activities and performance.
C. 
Supervisory officers.
(1) 
Supervisory officers are Sergeants and Corporals appointed to permanent or acting supervisory capacity who, subject to higher authority, are placed in charge of one or more police officers or civilian personnel placed in charge of other civilian personnel.
(2) 
Supervisors shall:
(a) 
Preserve the good order of his squad during his tour of duty to include proper discipline, conduct, welfare, field training and efficiency.
(b) 
Conduct prescribed roll calls, communications of all orders or other information at roll call and inspections and corrections of his shift personnel as required.
(c) 
Reporting, as required.
(d) 
Inquire into personnel complaints against employees under his supervision in accordance with Department policy and procedures.
(e) 
Enforce Department rules and regulations and ensure compliance with Department policies and procedures.
(f) 
Exercise proper use of their command within the limits of their authority to assure efficient performance by their subordinates.
(g) 
Exercise necessary control over their subordinates to accomplish the objectives of the Department.
(h) 
Guide and train subordinates to gain effectiveness in their present and future assignments.
A. 
Authority. The Chief of Police is the chief executive officer of the Department and the final departmental authority in all matters of policy, operations, and discipline. He exercises all lawful powers of his office and issues such lawful orders as are necessary to ensure the effective performance of the Department.
B. 
Responsibilities. The Chief of Police shall perform administrative and technical police work in the direction of all personnel and activities of the Police Department. He has the chief administrative responsibility for the protection of lives and property in Medford Lakes through the supervision of all police functions. The authority and responsibilities of the Chief are subject to the policies, predicated on law, of the appropriate authority, the ordinances of the Borough of Medford Lakes and the laws of the State of New Jersey.
C. 
Authority and responsibilities. The Chief of Police shall be the head of the Department and shall be the final Department authority in all matters of policy, operations, and discipline. The Chief of Police is responsible for training, instruction and assignment of all police personnel and shall:
(1) 
Be the administrative officer of the Department.
(2) 
Organize and control all resources of the Department and be responsible for their care and safekeeping.
(3) 
Develop the organizational structure of the Department and integrate related activities under the control of intermediate supervisors, holding them responsible for the effective performance of such duties.
(4) 
Be responsible for the investigation and adjudication of all complaints concerning performance of services and duties performed by members of the Department.
(5) 
Prescribe the Table of Organization for his Department.
(6) 
Maintain a constructive relationship with the media and the public.
(7) 
Report monthly and annually to the Borough Manager and Council.
(8) 
Enforce all laws and ordinances falling within his jurisdiction.
(9) 
Faithfully and promptly obey and cause all personnel of the Police Department under him to obey all rules, regulations and orders.
(10) 
Maintain the efficiency and discipline of the Police Department.
(11) 
Ensure the supervision of the police activity and working conditions.
(12) 
Exercise such executive authority and supervision of Department work as he deems necessary.
(13) 
Take command of the Police Department in person and direct its movements and operations in discharge of its respective duties, in case of riot, insurrection or threat thereof.
(14) 
Be responsible for the maintenance of a daily police attendance record in which each member shall record his name, rank and time of reporting and leaving duty, complaints and matters pertaining to the Police Department and other records as required.
(15) 
Establish procedures for determination of charges of violation of Department rules and regulations by any member of the Department in accordance with the Borough Code and law.
(16) 
Have and exercise all of the functions, powers and duties of a Department head as prescribed by the Administrative Code and the ordinances of Medford Lakes.
(17) 
Become a member of the International Association of Chiefs of Police, New Jersey State Chiefs of Police Association, Burlington County Police Chiefs' Association, and any other law enforcement organizations as the Borough Manager may approve.
(18) 
Maintain copies of the New Jersey Police Manual, statues or similar publications. Said manuals shall guide all members of the Police Department in matters pertaining to crimes, criminal procedures, the Disorderly Persons Act, the Drug Law, the Motor Vehicle Act and court rules.
D. 
Experience. The Chief of Police shall have held a superior enforcement capacity with a federal, state or municipal law enforcement agency, shall have held a superior rank and shall have demonstrated administrative and supervisory ability.
E. 
Functions. The Chief of Police shall conduct the affairs of the Police Department, interpret and apply the policies of the appropriate authority, coordinate the operations of the units and the activities of the staff within the Department, conduct public relations and implement internal disciplinary process.
F. 
Operations and activities. The Chief of Police shall administer and coordinate the activities and approve operating plans, and he shall:
(1) 
Set the administrative policies of the Department.
(2) 
Allocate funds within the budget which are approved by the Council.
(3) 
Recommend adjustments in the salary and working benefits for members of the Department in conformance with existing collective bargaining agreements.
G. 
Personnel and financial policies. The Chief of Police shall administer personnel and financial policies in conformance with the ordinances of the Borough of Medford Lakes and laws of the State of New Jersey. The Chief of Police shall:
(1) 
Cause examination to determine the qualification of persons applying for positions.
(2) 
Recommend promotion, demotion, release or other disciplinary measures subject to the ordinances of the Borough of Medford Lakes and the State of New Jersey.
(3) 
Require that all personnel be trained and approve training programs.
(4) 
Grant temporary leaves of absence to members of the Department with approval of the appropriate authority.
(5) 
Submit the annual budget and proposed expenditure programs to the Borough Manager.
(6) 
Approve payment of allotted funds for operating expenses and capital expenditures.
(7) 
Approve expense accounts.
H. 
Qualifications of Chief of Police.
(1) 
No person shall be appointed Chief of Police by the Borough Manager unless he shall possess the qualifications set forth in Chapter 44, Police Department, of the Code of Medford Lakes, § 44-4, General qualifications of police officers.
(2) 
Candidates for the position of Chief of Police shall have held prior full-time employment in a law enforcement capacity with a federal, state or municipal law enforcement agency, shall have a superior rank and shall have demonstrated administrative and supervisory ability. Candidates for the position of Chief of Police shall possess a thorough knowledge of criminal law and procedure, police science and police administration, and their personal qualifications shall include superior leadership ability, emotional stability and poise, alertness, ability to communicate clearly and effectively, ability to effect good working and public relations and good moral character.
(3) 
The integrity and qualifications of all candidates shall be determined by interview, investigation and competitive examinations. Specifically exempted from the requirements of prior full-time employment are those persons who have served as members of the part-time force.
I. 
Medical examination. As a prerequisite to appointment, the Chief of Police may be required to pass a thorough medical examination (including drug screening) and psychiatric examination. Any psychological, medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated as a result of performance of these duties will be cause for rejection. A complete physical examination may be required every two years at the expense of Medford Lakes.
A. 
Authority. Under the direction of the Chief of Police, a Lieutenant may command and is responsible for a division, unit, squad, personnel or perform field or desk supervisory and patrol duties.
B. 
Responsibility. The Police Lieutenant shall:
(1) 
Analyze and properly assign the work of his personnel.
(2) 
Provide assignments and instructions necessary to assure that the work of all assigned personnel is carried out in the most efficient manner.
(3) 
Patrol the municipality observing, supervising and instructing subordinate officers.
(4) 
Delegate such of his powers as may deemed necessary to enable subordinates to properly effect their duties. Respond to major police, fire and accident calls and assist and instruct subordinate officers in investigations and other unusual situations.
(5) 
Inspect the work of his squad, unit or personnel to assure that work standards are adhered to.
(6) 
Initiate and direct criminal and noncriminal investigations; assure that accountability is maintained.
(7) 
Take such actions as are necessary to meet the emergency; make or cause to be made all notifications necessary to the same, at such times as emergent action is required.
(8) 
Keep records and prepare and direct the preparation of reports suitable to the required accounting for each police action; do related work as required.
(9) 
Report for duty and all other assignments punctually at specified times, be physically fit, neatly and properly groomed and with prescribed equipment.
C. 
Experience. The Lieutenant shall have the experience of a Police Sergeant for a minimum of one year prior to being eligible to hold the position.
D. 
Medical examination. As a prerequisite to appointment, the Lieutenant may be required to pass a thorough medical examination (including drug screening) and psychiatric examination. Any psychological, medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated as a result of performance of these duties will be cause for rejection. A complete physical examination may be required every two years at the expense of Medford Lakes.
A. 
Authority. Under the direction of the Chief of Police, or other ranking officer, whichever the case may be, the Police Sergeants shall supervise and be responsible for the activities of field or headquarters personnel and overseeing and taking part in police activities intended to provide order, maintenance, assistance and protection for persons and property, observance of the law and the detection and apprehension of law violators.
B. 
Responsibility. The Police Sergeant shall:
(1) 
Assign and instruct subordinates in police patrol methods and procedures, investigation practices and related law enforcement problems and provide training which is approved by a higher authority. Performs the duties of a patrol officer.
(2) 
Direct criminal and noncriminal investigations until such a time as the investigation is completed or turned over to an investigation unit, if required. Conduct investigations regarding improper police services or actions.
(3) 
Supervise technical aspects of some police operations as assigned by higher authority.
(4) 
Take proper police action against law violators.
(5) 
Visit and inspect police patrol units, assignments and posts, noting and correcting or reporting any conditions which require police attention.
(6) 
Direct the preparation of reports and maintain necessary reports and records, do related work as required, and fill the functions of a patrolman.
C. 
Experience. A Sergeant shall have served a minimum of four years as a patrolman or police officer within Burlington County.
D. 
Medical examination. As a prerequisite to appointment, the Sergeant may be required to pass a thorough medical examination (including drug screening) and psychiatric examination. Any psychological, medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated as a result of performance of these duties will be cause for rejection. A complete physical examination may be required every two years at the expense of Medford Lakes.
A. 
Authority. Under the direction of the Sergeant, Lieutenant or the Chief of Police, the Corporal shall supervise and, if responsible for activities of field or headquarters personnel, oversee and take part in police activities intended to provide order, maintenance, assistance and protection for persons and property, observance of law and the detection and apprehension of law violators.
B. 
Responsibility. In the absence of the sergeant, the corporal shall:
(1) 
Direct criminal and noncriminal investigations; make investigations regarding improper police services or actions.
(2) 
Supervise technical aspects of some police operations.
(3) 
Take proper police action against violators, with patrol responsibilities.
(4) 
Visit and inspect police patrol units, assignments and posts, noting and correcting or reporting any conditions which require police attention.
(5) 
Direct the preparation of reports and maintain necessary reports and records; do related work as required.
(6) 
Assist the Sergeant in compliance with the above when the Sergeant is present.
(7) 
Initiate disciplinary action for violations of rules and regulations.
(8) 
Report for duty and all other assignments punctually at specified times, physically fit, neatly and properly groomed and with prescribed equipment.
C. 
Experience. A member will be eligible for the position of Corporal after one year in the pay grade of Patrolman First Class A.
D. 
Medical examination. As a prerequisite to appointment, the Corporal may be required to pass a thorough medical examination (including drug screening) and psychiatric examination. Any psychological, medical or physical condition or defect which would prevent efficient performance of the duties of the position, cause the appointee to be a hazard to himself/herself or others, or become aggravated as a result of performance of these duties will be cause for rejection. A complete physical examination may be required every two years at the expense of the Borough of Medford lakes.
