Purpose. It is the purpose of this chapter to allow flexibility of land use consistent with the specific district regulations set forth herein and the Comprehensive Plan. Therefore, most nonresidential uses are allowed only upon the granting of special permits and/or a site plan approval permit. It is the responsibility of the Town Board, the Zoning Board of Appeals and/or Planning Board, as the case may be, to attach such reasonable conditions as may be necessary to ensure that a proposed use will be compatible with its surroundings, with the purposes of this chapter contained in Article
I and with the Comprehensive Plan. Such boards shall deny any proposed use which they find will not or cannot be operated in a manner that satisfies the criteria in this chapter.
