Effective January 1, 2007, the New York State
Legislature enacted a requirement that all Planning Board and Zoning
Board members receive a minimum of four hours of training annually.
The purpose of this article is to amplify said requirement and enact
local legislation to implement the training requirement in the Village
of Fishkill.
After submission of a request for training which
is deemed appropriate by the Village Board of Trustees, the Village
will pay for such training and all costs associated with attending
the training.
The failure of a Planning Board or Zoning Board
of Appeals member to complete the foregoing state-required training
annually shall be grounds for removal of said member from the Board,
prior to the end of said member's respective term of office. In addition,
it is hereby established that failure to attend such training sessions
will make the Planning Board or Zoning Board of Appeals member ineligible
for a new term of office on the respective Zoning Board.
All Planning Board and Zoning Board of Appeals
members shall annually submit written documentation of their training
courses to the Board chairman, who in turn will submit such documentation
to the Village Board of Trustees.

The training received by a member of the Planning Board or Zoning Board of Appeals in excess of four hours in any one year may be carried over by the member into the next succeeding year, in order to meet the requirements of §
32-1 hereof. However, hours earned in one year shall not be carried over for more than one succeeding year beyond the year in which they were earned.
