The power to issue tax anticipation notes of the City of Jamestown pursuant to the provisions of the Local Finance Law and the power to prescribe the terms for and contents of such notes and all powers and duties pertaining and incidental to the sale and issuance of said notes are hereby delegated to the City Clerk/Treasurer of the City of Jamestown.

No such note or any note issued in renewal thereof shall be issued pursuant to the powers hereby delegated unless the City Clerk/Treasurer shall have first made and filed with the Council of the City a certificate authorizing the issuance of such note complying with the requirements of § 30.00 of the Local Finance Law of New York.

The City Clerk/Treasurer is hereby authorized to sign any note authorized pursuant to the power conferred by this article, and the City Clerk/Treasurer is hereby directed to affix to each such note the Corporate Seal of the City of Jamestown and to attest to such Seal.
