A. 
Traffic signal lights are hereby established at such points, corner or street intersections as may be designated by the Director of Public Works for the purpose of controlling all traffic.
B. 
The traffic signal lights are placed to promote the safety of moving vehicles at the points of location and not otherwise.
The driver of a vehicle, moving under the authorization of a traffic signal light, shall not thereby be authorized to operate such vehicle at such a speed as to threaten the safety of pedestrians at street intersections or on crossings.
The driver of a vehicle, moving under the authorization of a traffic signal light, shall not thereby be relieved of responsibility for reckless driving at street crossings, corners or intersections.
No person shall cause a vehicle to move past a traffic signal light in violation of this article.
