In the event that any building or structure
shall be hereafter altered or enlarged, the entire building or structure
as altered shall be deemed new construction and the number of parking
and loading spaces to be provided and maintained for such building
or structure as altered or enlarged shall be determined on such basis.

All off-street parking spaces provided pursuant
to this chapter shall be on the same lot as the principal use.
Every application for a permit to erect, enlarge
or alter a building, structure or premises which requires an off-street
parking or loading area shall be accompanied by a plot plan drawn
to scale upon which the following shall be shown:
A. The required number of parking spaces and loading
spaces with the passageways and driveways appurtenant thereto giving
direct access to a street.
B. The location and width of all curb cuts for driveways,
entrances and exits as approved by the Village Superintendent of Highways
and, in a proper case, by the State Department of Public Works.

Off-street parking and loading areas in all
business districts shall be constructed and maintained in the following
manner:
A. All parking and loading spaces and the passageways
and driveways appurtenant thereto shall be paved with an asphaltic
or concrete surface.
B. The entire parking and loading area shall have adequate
and self-contained drainage.
C. All underground installations shall have suitable
covers or bridges sufficient to support all traffic over the same.
D. Each parking and loading space shall be clearly marked
and delineated and shall have wheel or bumper guards.
E. Access driveways and passageways shall be marked not
only with entrance and exit signs but also with arrows indicating
the proper flow of traffic.
F. The entire parking area shall be fully illuminated
at night during the business hours of the premises which it serves.
Where a business district abuts a residential district, all exterior
lighting, with the exception of necessary security lighting, shall
be shut down within one hour of closing.
G. Concrete curbs and sidewalks shall be provided along
all street frontages.
H. Paving, curbing, signs, catch basins and any other
required work or installation shall fully comply with the Village
of Lake Grove standard street and public improvement construction
specifications.
I. Parking lots shall be divided into modules containing
no more than 100 parking spaces. Said modules shall be separated by
vegetated islands or landscaped strips which are no less than eight
feet in width. Within vegetated islands, shrubs shall be maintained
to a height of not more than 3.5 feet and trees shall be pruned to
a height of six feet to ensure clear and unobstructed motorist and
pedestrian sight lines.
J. The parking of commercial vehicles, including delivery
trucks, tractor-trailers, detached trailers, flatbed trucks, storage
containers, or moving trucks and other rental vehicles, overnight
within any shopping center parking lot shall be prohibited.
K. Owners, lessees, managers or agents of property in
all business districts shall be prohibited from parking or permitting
to be parked, at any location on their property, vehicles used as
a sign or to display a sign or advertisement, or to announce, or otherwise
call attention to their business or business activity.
L. No loading dock or designated business delivery or
customer loading area shall face any street or adjoining residential
district. Where all building sides face a street or adjoining residential
district, the Village Board or its duly appointed discretionary body,
will determine the most suitable location of such delivery and loading
zone(s).
M. All store deliveries shall take place in approved,
designated loading areas. The use of parking areas, parking lot aisles,
public streets, interior access roads or pedestrian walkways for loading
or unloading pallets or large items such as would require the use
of forklifts or special mechanical equipment shall be prohibited.
N. All commercial deliveries and loading and unloading
activities within business districts which abut residential districts
or which occur on land containing nonconforming business uses which
abut residential districts, shall be restricted to the hours of 7:00
a.m. to 8:00 p.m., during weekdays and between the hours of 9:00 a.m.
and 8:00 p.m. on weekends and holidays
No part of any required front yard, other than
a driveway in a residential district, shall be used for the parking
of motor vehicles or for loading and unloading operations. No part
of any parking or loading area shall be used for sales, dead storage,
repair work, dismantling or servicing of any kind.
Parking spaces shall not be considered provided
pursuant to this chapter unless they are readily available without
charge to the residents, employees and visitors of the building, structure
or premises for which such parking spaces are required.
The Village Board, after determining that the
off-street parking or loading facilities required by this chapter
are not being maintained in full compliance with the provisions of
this chapter, may forthwith revoke the certificate of occupancy issued
for the building, structure or premises for which the off-street parking
or loading facilities are required.
