A Length of Service Awards Program (LOSAP) is hereby created, in accordance with Chapter
338 of the Laws of 1997 (N.J.S.A. 40A:14-186) to reward members of the Northfield Volunteer Fire Department and the Northfield Rescue Squad, all of whom are volunteer fire fighters and/or rescue squad members, for their loyal, diligent and devoted service to the residents of the City of Northfield.
The LOSAP shall provide for fixed annual contributions
to a deferred income account for each volunteer fire fighter and/or
rescue squad member who meets the criteria set forth in Schedule A, in that such plan shall be administered in accordance
with the laws of the State of New Jersey, the United States Internal
Revenue Code and this chapter. The City of Northfield hereby reserves
the right to alter or amend the criteria set forth in Schedule A.
The LOSAP shall provide for annual contributions
to each eligible member who meets the criteria as follows:
A. Ten years of qualifying service is required in order
for each volunteer to become vested in the LOSAP (Qualifying years
do not have to be consecutive.).
B. Prior service shall be recognized and credited for
vesting purposes only, up to a maximum of five years. The years for
computation shall include the years 1997, 1998, 1999, 2000 and 2001.
C. The annual contribution shall be $750 per eligible
qualifying volunteer.

D. The annual contribution can be increased by the City
of Northfield at its discretion at any time in the future. The increase
may be any amount the governing body of the City of Northfield deems
appropriate up to the State of New Jersey maximum. This alteration
may be done without requiring an additional public referendum.
The estimated cost of the program has been calculated
as follows:
A. For regular annual services: $750 per year per eligible
qualifying volunteer.
Each active volunteer member shall be credited
with points for volunteer service as set forth in Schedule A annexed
hereto.
This chapter shall not take effect unless it
is approved by the voters with a public question at the next general
election.
