There is hereby created a Recreation Board in and for the Township of Unity. The Board shall consist of no less than seven persons to be appointed by the Board of Supervisors for such terms as shall permit no more than two terms to expire in any one calendar year.
The members shall be appointed by the Board of Supervisors and shall serve for terms of five years or until their successors are appointed, except that the members first appointed shall be appointed so that the terms of not more than two members expire annually. Members shall serve without pay but may be reimbursed by the Township for all expenses incurred in performing their duties. All persons appointed shall serve their full terms unless voluntarily resigned or removed by the Board of Supervisors for dereliction or neglect of duty. Vacancies occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments. All members shall be residents of Unity Township and, in order to continue serving as members, shall remain residents of Unity Township during the period of service.
The members of the Recreation Board shall elect their own President, Secretary and treasurer and select all other necessary officers, to serve for a period of one year.
The Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction.
It shall be the duty of the Recreation Board to submit an annual report to the Township Supervisors, including an analysis of the community recreations areas, facilities and leadership, with particular reference to the extent and adequacy of the program and its effectiveness in view of the public expenditure involved and the public needs to be met.
On or before November 1 of each year, the Recreation Board shall submit for approval to the Board of Supervisors a proposed budget for the ensuing year, setting forth all proposed expenditures, salaries and programs. The Recreation Board shall not in any manner obligate the Township of Unity for the payment of any municipal funds until the same is appropriated by the Board of Supervisors.
The Recreation Board shall exercise the authority granted herein over any recreation place acquired hereafter or now existing, unless otherwise specified by the Board of Supervisors. The Recreation Board, with the written approval of the Board of Supervisors, may develop a cooperative plan of recreation services with any city, borough, Township, county or school district.
Subject to the approval of the Board of Supervisors, the Recreation Board shall be empowered to make and enforce all rules, regulations and policies governing the use of the parks or the sponsoring of any area or event which would come under its jurisdiction.
The Board of Supervisors may designate, by ordinance, and set apart for use as parks, playgrounds, playfields, gymnasiums, public baths, swimming pools or indoor recreation centers, hereinafter called "public parks, recreation areas and facilities," any lands or buildings owned by such Township and not dedicated or devoted to other public use. A copy of said ordinance shall be sent to the Recreation Board.
Any real property that should come into the hands of the Recreation Board must immediately be turned over to the Township of Unity along with all papers.
The Solicitor of the Supervisors shall be legal counsel to the Recreation Board as part of the duties of the Township Solicitor.
The Recreation Board, at its first meeting of the new year, shall set the date, time and place of its regular meetings and shall notify the Supervisors of this in writing.
The Recreation Board shall cause to be sent to each Supervisor a copy of the minutes of its last meeting, the Supervisors understanding that these minutes have not yet been approved.
The funds of the Recreation Board received from parties or agencies other than the Township are separate from Township funds, and the Recreation Board will be accountable to funding agencies and to the Township for these funds.
