There is hereby created a Recreation Board in and for the Township
of Unity. The Board shall consist of no less than seven persons to
be appointed by the Board of Supervisors for such terms as shall permit
no more than two terms to expire in any one calendar year.
The members shall be appointed by the Board of Supervisors and
shall serve for terms of five years or until their successors are
appointed, except that the members first appointed shall be appointed
so that the terms of not more than two members expire annually. Members
shall serve without pay but may be reimbursed by the Township for
all expenses incurred in performing their duties. All persons appointed
shall serve their full terms unless voluntarily resigned or removed
by the Board of Supervisors for dereliction or neglect of duty. Vacancies
occurring other than by expiration of term shall be for the unexpired
term and shall be filled in the same manner as original appointments.
All members shall be residents of Unity Township and, in order to
continue serving as members, shall remain residents of Unity Township
during the period of service.
On or before November 1 of each year, the Recreation Board shall
submit for approval to the Board of Supervisors a proposed budget
for the ensuing year, setting forth all proposed expenditures, salaries
and programs. The Recreation Board shall not in any manner obligate
the Township of Unity for the payment of any municipal funds until
the same is appropriated by the Board of Supervisors.
The Recreation Board shall exercise the authority granted herein
over any recreation place acquired hereafter or now existing, unless
otherwise specified by the Board of Supervisors. The Recreation Board,
with the written approval of the Board of Supervisors, may develop
a cooperative plan of recreation services with any city, borough,
Township, county or school district.
Subject to the approval of the Board of Supervisors, the Recreation
Board shall be empowered to make and enforce all rules, regulations
and policies governing the use of the parks or the sponsoring of any
area or event which would come under its jurisdiction.
The Solicitor of the Supervisors shall be legal counsel to the
Recreation Board as part of the duties of the Township Solicitor.
The funds of the Recreation Board received from parties or agencies
other than the Township are separate from Township funds, and the
Recreation Board will be accountable to funding agencies and to the
Township for these funds.
