A. 
No more than 27 plenary retail consumption licenses shall be issued during any licensing year in Galloway Township, Atlantic County, New Jersey; provided, however, that present licenses may be transferred or new licenses issued for presently licensed premises within the total limit of 27.
B. 
The number of plenary retail distribution licenses to sell any alcoholic beverages for consumption off the licensed premises only in original containers is hereby fixed at six.

C. 
Club licenses.

(1) 
The number of club licenses to sell any alcoholic beverages for immediate consumption on the licensed premises and only to bona fide members and their guests is hereby fixed at five.

(2) 
Said club licenses shall be issued only to such corporations, associations and organizations as are operated for benevolent, charitable, fraternal, social, religious, recreational, athletic or similar purposes and not for private gain, and which comply with all conditions which may be imposed by the Commissioner of Alcoholic Beverage Control by rules and regulations, but shall not be subject to any resolution, ordinance or regulation heretofore adopted by the Township Council of Galloway Township as to distance from another licensed premises.

D. 
No seasonal retail consumption license shall be granted within the boundaries of Galloway Township in Atlantic County, New Jersey.

E. 
Hotel/motel licenses.

(1) 
In accordance with the provision of N.J.S.A. 33:1-12.20, as amended, new plenary retail consumption licenses may be issued to a person who operates a hotel or motel containing 100 guest sleeping units in addition to those plenary retail consumption licenses provided for in Subsection A above.
(2) 
Any license issued in accordance with Subsection E(1) above or any existing plenary retail consumption license transferred to a location which contains a hotel or motel with 100 or more guest sleeping units shall have attached to it the following restrictions:

(a) 
No package goods sales shall be permitted or sold; and
(b) 
Advertising and marketing of the licensed premises shall be permitted only to the extent that it is directed to attract overnight guests for the premises; it being the intention that the use of this license shall be limited to service of alcoholic beverages to registered guests; and
(c) 
The seating shall be limited to 75 seats at tables and booths. No seating shall be permitted at a bar or service bar within the covered premises.
(d) 
The restrictions contained herein shall not apply to any plenary retail consumption license located in a hotel or motel with 100 or more guest sleeping units issued and in existence as of the date of the passage of this Subsection E.
F. 
Pocket licenses. Subject to the provisions of Title 33 of the Statutes and any duly promulgated Rules and Regulations of the New Jersey Board of Alcoholic Beverage Control, the Galloway Township Council shall hereafter take the necessary steps to have any pocket license which has been in existence for at least two years declared null and void by the New Jersey Board of Alcoholic Beverage Control. Council shall not, however, institute such action where it shall appear that the activation of such a license is being held up by any state, county or municipal agency. The above provisions shall not apply to any one of the two pocket licenses in existence in Galloway Township as of the effective date of this subsection.[1]

A. 
The following liquor licensing renewal fees shall be established:
(1) 
Plenary retail consumption license: $895.80.
(2) 
Plenary retail distribution license: $2,500.
(3) 
Club license: $179.16.
(4) 
Hotel/motel: $1,492.99.
B. 
Fees established in Subsection A of this section shall be increased on a annual basis by 20% of the previously established fee, and such increases shall continue until the maximum statutory fee for each category of license is reached.
