As used in this chapter, the following terms shall have the meanings indicated:
BUSES
Commercial and charter (omnibus) buses whose capacity is eight or more passengers, for hire, which deposit their passengers at a location other than where the bus is parked. This chapter is not intended to regulate commercial and charter (omnibus) buses which come into the Township of Galloway for the purpose of discharging passengers within the township, thereafter parking and waiting to pick up the same passengers to transport them elsewhere and/or outside of the township.
BUS PARKING AREA
The area designated in this chapter where buses may be parked.
PARKING
The stopping or standing of any charter or commercial (omnibus) bus, whether or not the engine is running, for any period of time whatsoever, on private property, except when making a stop for gasoline, any emergency stop for required repairs or stops as set forth in the definition of "buses" above.
Bus parking shall be permitted for the following purposes only:
A. 
A commercial and charter bus which comes into the Township of Galloway for the purpose of discharging passengers within the township, thereafter parking at the site of discharge and waiting to pick up the same passengers to transport them elsewhere within and/or outside of the township.
B. 
When stopping for gasoline.
C. 
When making an emergency stop for required repairs.
D. 
Parking as defined herein on private property located in the Industrial District, as defined in § 54-67B(2) and C(2) of the Galloway Township Land Management Code (Ordinance No. 944 of 1989).

Human waste dumping from buses is specifically prohibited unless the owner of the property where buses may stop or park under this chapter makes proper provision therefor and obtains the necessary permits from the Galloway Township Municipal Utilities Division.
It shall be unlawful for buses to park at any time upon the public streets and highways of the Township of Galloway, except as hereinabove set forth for emergency reasons, and it shall, in any event, be unlawful for buses to park at any time in shopping center parking areas located within the confines of the Township of Galloway.
A. 
No bus covered by this chapter will be stopped within the geographic area of the Township of Galloway with its engine running for a period in excess of five minutes except to load or discharge passengers at a designated loading or discharge site or at a maintenance facility when the bus is undergoing repairs or as otherwise designated in this chapter. At such time as a bus reaches its parking destination, the engine shall be shut off forthwith, subject, however, to the following provisions respecting existing temperatures.
B. 
During periods when the ambient air temperature is less than 55º F. or more than 75º F., buses may not be parked with engines running until 20 minutes prior to its estimated departure time from the parking site. During times when the ambient air temperature is between 55º F. and 75º F., buses may not be parked with engines running until 15 minutes prior to its estimated departure time from the parking site.
It shall be the responsibility of the owner of the property where buses stop or park to adhere to the terms and conditions of this chapter. The Municipal Council shall have the authority to revoke a license upon just cause being shown by way of complaint from the Police Department, any member of the public and/or the Code Enforcement Officer, upon not less than three days' notice of a public hearing to the holder of a mercantile license to show cause why said license should not be revoked. In the event that the complaint or fact situation is of such an emergent nature, as established by any recognized health agency, police agency or the local Code Enforcement Officer, as to cause probable harm to the public health, safety and/or welfare of the citizenry of the township, then the mercantile license may be revoked forthwith pending a hearing which, in no event, shall be held no more than four days from the date of the emergent revocation of a mercantile license.

Any parking lot owner, agent, person or corporation who violates any of the provisions of this chapter or who fails to comply with any of the requirements hereof and who refuses to abate such violation within two days after written notice has been served, either by mail or personal service, if found guilty in the Municipal Court of the Township of Galloway or any other court of competent jurisdiction, shall be liable to a fine of not more than $2,000, imprisonment for not more than 90 days and/or a period of community service for not more than 90 days, in addition to any other remedy ordered by said Court. A separate offense shall be deemed to have been committed on each day on which a violation occurs or during which period of time a violation continues after notice of the violation has been served.
