The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets in the Borough of Paramus between the hours of 2:00 a.m. and 5:00 a.m. In extenuating circumstances, the Chief of Police or, in his absence, the officer in charge of Headquarters, shall grant permission to anyone to park a vehicle on the street for a specified period of time.

A. 
No person shall park or permit the parking of any vehicle except in a space designated for parking.
B. 
No person shall park or permit the parking of any vehicle except when the vehicle is entirely within the lines establishing a single parking space.
C. 
No person shall park or permit the parking of any vehicle on the lands or premises of the Borough of Paramus without specific or implied permission. "Implied permission," as used in this section, means parking on the lands or premises of the Borough of Paramus to use or visit the Borough's facilities or premises for a purpose directly related to an event, service, or other amenity being offered by the Borough to the public.
D. 
Any unoccupied vehicle parked or standing in violation of Subsection C may be removed at the owner's expense. Towing and storage fees are set forth in Chapter 401, Towers and Towing.
E. 
The minimum fine for illegal parking under this section shall be not less than $50 nor more than $250. Each date a vehicle is illegally parked under this section shall constitute a separate and distinct offense punishable by separate fines.

A. 
As used in this section, the following terms shall have the meanings indicated:
HANDICAPPED PERSONS PARKING AREA
Such geographical area or parking place which has been specifically designated for the parking of vehicles owned or operated by individuals hereinabove defined as "handicapped persons."
SPECIAL VEHICLE CERTIFICATE, LICENSE PLATE, INSIGNIA OR MARKER
Such identification issued by the Director of the Division of Motor Vehicles of the State of New Jersey in accordance with N.J.S.A. 39:4-206, which shall be affixed to the vehicle, indicating that a special vehicle identification card has been issued for the motor vehicle designated therein.
SPECIAL VEHICLE IDENTIFICATION CARD
The identification card issued by the Director of the Division of Motor Vehicles in accordance with N.J.S.A. 39:4-205, which, among other things, identifies the handicapped person and the vehicle owned and operated by him, stating that he is a handicapped person validly qualified to receive such card.
B. 
Upon the posting of the notice hereinafter described, no person shall stand, park or cause to be parked any vehicle which does not have a special vehicle identification, certificate, license insignia or marker posted thereon as hereinabove defined in any area or parking place which has been specifically designated as a parking area or place for the vehicles of handicapped persons.
C. 
Such notice shall consist of a sign not less than 18 inches by 24 inches, upon which there shall be written the words "Parking for Handicapped Persons Only." Such notice may be accompanied with a statement that vehicles without special vehicle identification constitutes a violation of this section and are subject to the penalties herein.
D. 
Special vehicle identification certificates shall be posted on the lower right-hand corner of the windshield of the motor vehicle for which it is issued; or a metal insignia or marker, or both, of such design as has been determined appropriate by the Director of Motor Vehicles, shall be attached to the license plate or plates of the motor vehicle for which such identification card and certificate has been issued.
E. 
Notice in the form of a sign as above-described shall be posted at the parking area or parking place so designated for the parking of vehicles of handicapped persons by the owner or occupant, lessee or licensee; and, upon posting, the provisions of this section shall apply thereto.
F. 
The damaging or defacing of any sign described in this section is hereby prohibited.
G. 
Any person who commits a violation of this section shall, upon conviction, pay a fine of not less than $100 for a first offense and, for each subsequent offense, a fine of at least $100 and not exceeding $500 and up to 90 days' community service, in the discretion of the Judge before whom such conviction shall be had.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XIV (§ 419-56), attached to and made a part of this chapter.
A. 
At the request of the Board of Education of the Borough of Paramus to the Mayor and Council of the Borough of Paramus, requesting that Subtitle 1 of Title 39 of the New Jersey Statutes concerning motor vehicle regulation, as presently existing or as hereafter may be amended from time to time, shall apply to the parking, operation, maintenance, control or any other acts involving motor vehicles when such motor vehicles, or the operators thereof, are on any part of the premises owned by the Board of Education of the Borough of Paramus.
B. 
Nothing herein contained shall prevent the parking of properly-identified driver education vehicles in the area specifically designated on Exhibit A attached hereto for the parking of such driver education vehicles.
C. 
Nothing herein contained shall prohibit school buses, operated by or on behalf of the Board of Education of the Borough of Paramus, from stopping for the purposes of loading or unloading passengers in any areas on the property described in Exhibits A through J.
D. 
Notice of the parking prohibitions contained herein shall be given by:
(1) 
The posting of signs in all areas where parking is prohibited, indicating such prohibition;
(2) 
Painting the curbline yellow along which such parking is prohibited; or
(3) 
Placing of yellow parallel lines three feet from such curbline.
E. 
No person shall park any vehicle at any time upon any of the streets or parts thereof described in Schedule XV (§ 419-57), attached to and made a part of this chapter.
No person shall stop or stand a vehicle upon any of the streets or parts of streets described in Schedule XVI (§ 419-58), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XVII (§ 419-59) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in schedule, attached to and made a part of this chapter.
No person shall stop or stand a vehicle during the times specified in Schedule XVIII (§ 419-60) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XIX (§ 419-61) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XX (§ 419-62), attached to and made a part of this chapter, except at the angle designated and only within the painted white stall lines.
The locations described in Schedule XXI (§ 419-63), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXII (§ 419-64), attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in Schedule XXIII (§ 419-65), attached to and made a part of this chapter, are hereby designated as bus stops.[1]
