This chapter shall be known and cited as the
"Administrative Code of the City of Paterson."
The purpose of this chapter is to establish
departments; to allocate the City's functions, powers and duties among
and within the departments; to establish official relationships; and
to prescribe standards and procedures for the conduct of the public
business, all as permitted or required by the Optional Municipal Charter
Law (P.L. 1950, c. 210, as amended, N.J.S.A. 40:69A-1 et seq.).
The City government shall consist of the Mayor
and Council and such appointive officers and employees as are provided
by the charter or otherwise authorized pursuant to law. It shall be organized
within departments, offices, boards and agencies as hereinafter established
or provided in the charter, general law or ordinance.

The City government shall, in addition to the
elected City Council and the Mayor, be comprised of the following
offices, departments, divisions and agencies:
A. Offices:
(2) Office of the City Council.
(3) Office of the City Clerk.
B. Departments:
(1) Department of Administration.
(3) Department of Economic Development.
(4) Department of Health and Human Services.
(6) Department of Public Works.
(7) Department of Public Safety.
(8) Department of Community Development.
C. Divisions of departments: the respective divisions,
bureaus, boards and offices into which such departments are divided
pursuant to this chapter or other ordinances of the City.
D. Agencies: the various judicial, legislative, advisory
and independent agencies of local government provided pursuant to
the charter, general law, this Code of the City of Paterson or other
ordinances of the City.
