The Municipal Council hereby creates a Tenant Advisory Board to function as follows.
The Paterson Tenant Advisory Board shall be comprised of five individuals, three of whom shall be tenants and two of whom shall be landlords. The term of members shall be for a period of one year. Each At-Large Councilman shall recommend one of the members of the Board, subject to the approval by the full Council, and the Mayor shall appoint the other two members.
The Tenant Advisory Board shall exercise the following duties and powers:
A. 
Hear complaints from tenants as to conditions in their units or at the property at which they reside;
B. 
Refer tenants' complaints, when appropriate, to the respective departments or divisions within the City of Paterson, including the Department of Community Development, Division of Housing and the Division of Health, or, when appropriate, to any court, other governmental office or agency or private agency;
C. 
Receive reports from the respective departments or divisions or other referral recipients as to matters referred by the Board;
D. 
Report to the Municipal Council, as directed by the Council, regarding matters presented to the Board; and
E. 
Such other duties and powers as the Municipal Council may lawfully direct through resolution or amendment to this chapter.
