The official seal of the court shall bear the
impress "Municipal Court of the City of Paterson" and may contain
the arms of the City.

The Municipal Court of the City and the Judges
thereof shall have general criminal jurisdiction as conferred by the
provisions of N.J.S.A. 2A:8-19 to 2A:8-33 and amendments thereof and
supplements thereto, as provided by any other law or ordinance and the Rules
Governing the New Jersey Courts.
The Presiding Judge and the Judges shall be
appointed by the Mayor, with the advice and consent of the Council.
The Judges shall each have the qualifications required by law.
The Judges shall each serve for a term of three
years from the date of their appointments and until their successors
are appointed and qualified.

The Presiding Judge and Judges shall be compensated
by an annual salary to be fixed by ordinance. Compensation so paid
to the Presiding Judge and Judges shall be in lieu of any and all
other fees. The annual salary and compensation for the Presiding Judge
shall be $60,000. The annual salary and compensation for the Judges
other than the Presiding Judge shall be between $35,000 and $50,000,
depending on level of experience and to be set by individual resolution
with regard to each such Judge.

A. The Presiding Judge shall be the administrative head
of the Municipal Court and shall be responsible for the orderly administration
thereof in accordance with applicable statutes, Rules Governing the
New Jersey Courts, directives of the Chief Justice, the Assignment
Judge of the county and the administrative director of the courts.
The Municipal Court shall sit in such parts as designated by the Presiding
Judge who shall assign all cases for trial.
B. The Judges of the Municipal Court shall perform such
duties and functions as shall be prescribed for them by law, by the
Rules Governing the New Jersey Courts and the Presiding Judge.

A. The Presiding Judge shall designate a Municipal Court Administrator
to supervise all Deputy Municipal Court Administrators, accept all
complaints filed by any person, the preparation of the Court Calendar,
overall supervision of the criminal section and such other duties
as may be assigned by the Presiding Judge. The Municipal Court Administrator
shall be supervised by and report to the Municipal Court Director.
B. The Presiding Judge shall designate a Municipal Court
Director responsible for the preparation of all monthly reports, purchasing,
supervision of personnel and all other such duties as may be assigned
by the Presiding Judge. The Municipal Court Director shall report
directly to the Presiding Judge. The Presiding Judge may also designate
and appoint a Deputy Municipal Court Director, whose duties and responsibilities
shall be as defined by law.
C. Within the Municipal Court, there shall be created
the position of Violations Clerk. The duties of the Violations Clerk
shall be as set forth in the State of New Jersey Department of Personnel
County and Municipal Government Service Descriptions and Specifications.

The Presiding Judge, Judges, Administrator of
Court, Deputy Administrator of Court, Violations Clerk and Deputy
Violations Clerk, before entering upon the duties of their office,
shall enter into a bond as required by law.
