Within the Department of Police there shall be the Police Division, the head of which shall be the Chief of Police as provided in §
5-76.

The Police Division may consist of up to the
following:
C. Eleven Captains of Police.

D. Thirty-two Lieutenants of Police.

E. Sixty-two Sergeants of Police.

F. Four hundred seventy-five police officers.
G. Eighteen police assistants.
H. Fifty special
police officers (Class One).
I. Such other employees as the Municipal Council may
from time to time authorize.
The Police Division shall be organized as follows:
A. Office of the Chief of Police.
C. Criminal Investigations Bureau.
E. Communications Bureau.

The office of the Chief of Police shall consist
of such administrative staff deemed necessary by the Chief of Police
and approved by the Police Director.

The Chief of Police shall be the executive officer of the Police Division, subject to the rules, regulations and orders as may be prescribed by the Public City Council pursuant to §
5-75.

One of the Deputy Chiefs of the Division, or
in their absence a Captain designated by the Chief of Police, shall,
in the absence of the Chief of Police, perform all the duties of the
Chief of Police.
The Chief of Police, in addition to his other
duties and powers provided by law, ordinance or order, shall have
the following duties and powers:
A. Cause the public peace to be preserved and cause all
laws and ordinances relating thereto to be properly enforced.
B. Faithfully and promptly obey and cause all personnel
under him to obey all the rules and regulations and orders from time
to time prescribed by the Council.

C. Take personal command, subject to the orders of the
Police Director, of the members of the Police Division and direct
their movements and operations in case of tumult, riot, insurrection
or threats thereof.
