All appointments to the Police Department shall
be made by the Police Director from a list prepared by the New Jersey
Department of Personnel after competitive examination and with special
reference to the fitness of the candidates. Before any permanent appointments
are made, the candidates shall submit themselves to such examination
as may be required by the New Jersey Department of Personnel.

A. It shall be the duty of the Police Examining Board,
consisting of the City Physician and the Assistant City Physician,
to examine carefully the educational, mental, moral and physical fitness
of any person who may be a candidate for appointment to the Police
Division and who may be recommended for such examination by the Police
Director, provided that such candidate has been first certified for
appointment by the New Jersey Department of Personnel.
B. A certificate, signed by the Police Examining Board
and attesting to the educational, mental, moral and physical capacity
of the candidate to discharge the duties of the position to which
he is seeking appointment and for which he has been certified, shall
be considered and taken by the Police Director as sufficient evidence
of such examination.

Upon appointment to the Police Department, each
candidate, before being sworn into office, shall make an affidavit,
under oath, that he has truthfully answered all questions of the New
Jersey Department of Personnel and the Police Examining Board.

Each member of the uniformed Police Division
shall be required to wear a uniform in the performance of his duties.

A. All duly qualified applicants for the position of
police officer shall be classified in the following classes:
(1) Class I: resident of City of Paterson.
(2) Class II: other residents of Passaic County.
(3) Class III: other residents of the State of New Jersey.
(4) Class IV: all other qualified applicants.
B. All appointments to the position of police officer
shall be made in accordance with the N.J.S.A. 40A:14-123.1a, with
all those in Class I to be appointed first and then those in each
succeeding class in the order above listed.
C. All applicants classified as Class I must be residents
of the City of Paterson as of the announced closing date of the civil
service examination for the position and must maintain such residency
continuously up to and including the date of appointment.
D. The provisions of this section shall not apply to
individuals hired through the Department of Personnel Intergovernmental
Transfer Program.
E. A copy of this section shall be forwarded to the New
Jersey Department of Personnel.
F. This section shall take effect 20 days following adoption
thereof.
