The sketch plat shall be based on Tax Map information or other similarly
accurate base, at a scale suitable to present clear and legible information,
but not less than one (1) inch equals fifty (50) feet, and shall show or include
the following:
A. The entire tract of land and that portion which is to
be subdivided, including an indication of all property lines being eliminated
and new ones being proposed with corresponding dimensions.
B. All existing and proposed structures within and adjoining
the proposed subdivision, including the use and zoning designation of each
parcel.
C. All existing and proposed streets and roads within or
adjoining the proposed subdivision, with the right-of-way widths of each clearly
indicated.
D. The location, size and direction of flow of all streams,
brooks, drainage ditches, all easements relative to the above and all existing
and proposed utility easements in the area of the subdivision.
E. Tax assessment information relative to map sheet, block
and lot numbers and the names of adjoining property owners.
F. Number and square footage of each lot to result from
the proposed subdivision.
G. Key map inset, date and scale of the plat and North arrow.
H. Names and address of owner(s), subdivider(s) and person(s)
preparing plat.
The preliminary plat shall be prepared by a New Jersey licensed land
surveyor, architect, engineer, planner or certified landscape architect and
shall be clearly and legibly drawn at a suitable scale, but not less than
one (1) inch equals fifty (50) feet, and shall show or be accompanied by the
following information:
A. A key map showing the entire subdivision and its relationship
to the surrounding areas.
B. Tract name, tax block and lot number, city Tax Map sheet,
date, revision date if applicable, reference meridian and graphic scale.
C. The names and addresses of the owner(s) of record, the
subdivider(s) and the person(s) who prepared the map, plus his seal.
D. Acreage to the nearest tenth of an acre of the entire
tract and the portion subdivided.
E. The number of new lots created and square footage of
each.
F. The location and dimensions of existing and proposed
property lines, buildings and structures, streets, watercourses, railroads,
bridges, culverts, drains and any other natural features such as wooded areas
and rock formations. The information should also include the boundaries of
the designated encroachment lines of all watercourses within or adjacent to
the subdivision.
G. Existing and proposed contours shall be provided at two-foot
intervals for all slopes of a ten-percent grade or less and at five-foot intervals
for all slopes greater than ten percent (10%) grade.
H. Plans of proposed and existing utility facilities (sewers,
storm drains, water, gas, electricity) serving the subdivision, showing the
size, location and feasible connections to existing or any proposed utility
systems. When a public sewerage disposal system is not available, the subdivider
shall have percolation tests made and submit the results with the preliminary
plat. Any remedy proposed to overcome such a situation shall first be approved
by the appropriate local, county or state health agency.
I. The high and low point and tentative cross sections and
center-line profiles for all proposed streets within the subdivision and for
all other streets at the point(s) where proposed new streets will connect
with existing ones.
J. The location, width and purpose of any easement or land
reserved or dedicated to public use in the area to be subdivided shall be
designated, and the proposed use of sites other than residential shall be
noted.
K. A copy of all covenants or deed restrictions applying
to the land being subdivided shall be submitted with the preliminary plat
and denoted thereon.
L. A certificate from the Revenue Collections Director,
showing that all taxes are paid to date, shall be submitted.
The final plat shall be drawn in ink on translucent tracing cloth or
its equivalent at a suitable scale, but not less than one (1) inch equals
fifty (50) feet, and shall show or be accompanied by the following:
A. The date, name and location of the subdivision, the name
of the owner, graphic scale and reference meridian.
B. Tract boundary lines, right-of-way lines of streets,
street names, easements and other rights-of-way, land to be reserved or dedicated
to public use, all lot lines and other site lines, with accurate dimensions,
bearings and deflection angles and radii, acres and central angles of all
curves.
C. The purpose of any easement or land reserved or dedicated
to public use shall be designated, and the proposed use of sites other than
residential shall be noted.
D. Each block and the lots therein shall be numbered in
accordance with the city tax numbering system.
E. Location and description of all monuments.
F. Minimum building setback lines on all lots and other
sites.
G. Names of owners and block and lot numbers or descriptions
of adjoining unsubdivided lands.
H. Certification by the engineer or surveyor as to the accuracy
of the details of the plat.
I. Certification that the subdivider is the agent or owner
of the land or that the owner has given consent under an option agreement.
J. Cross section and profiles of streets, approved by the
City Engineer.
K. Contours at five-foot intervals for land of greater than
ten-percent slope, and at two-foot intervals for land of lesser slope.
L. Plans and profiles of storm and sanitary sewers and water
mains.
M. A certificate from the Revenue Collections Director that
all taxes are paid to date.
