No person shall throw, fling, cast, hurl or
otherwise propel or deposit any printed advertisement, litter, garbage,
bottles or rubbish upon any property, including, but not limited to,
upon the lawns, walks and sidewalks of private residential dwellings,
or business, mercantile or commercial establishments or public buildings
or structures in the city. In addition, no person shall throw, fling,
cast, hurl or otherwise propel or deposit litter on any open or vacant
property whether owned by such person or not.

No occupant or owner of any property shall permit
any printed advertisement, litter, garbage, bottles or rubbish to
remain upon any property, including, but not limited to, upon the
lawns, walks and sidewalks of private residential dwellings or business,
mercantile or commercial establishments in the City.

Unless another penalty is expressly provided
by New Jersey statute, any person who violates any provision of this
article shall, upon conviction thereof, be punished by a fine not
exceeding $2,000, by imprisonment for a term not exceeding 90 days
or by a period of community service for not more than 90 days, or
any combination thereof. A separate offense shall be deemed committed
on each day during or on which a violation occurs or continues.

Any person who violates §
313-1.1 shall, upon conviction thereof, be punished by a fine of not more than $2,000. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.

A summons may be issued for a violation of §
313-1.1 by a police officer, a designated inspector of the Department of Public Works or any lawfully designated officer.
