No person shall obstruct or damage any street by the filling, spilling, flowing or throwing of stones, dirt, earth or any other materials thereon.
No person shall:
A. 
Operate any trucks or motor vehicles carrying or conveying stones, dirt, sand, gravel, earth, fill or other similar materials unless said materials have been covered or retained in place by tarpaulins or other suitable equipment or device to prevent said materials from falling off the truck or vehicle while in motion.
B. 
Drive or move any vehicle or truck if the wheels or tires carry onto or deposit in any street, alley or other public place mud, dirt, adhesive substances or foreign matter of any kind.
A. 
No vehicle shall pass over or stand on any sidewalk in the City unless a curb block is used for the protection of the curb and proper planks are used from the sidewalk to the property line.
B. 
The provisions of Subsection A of this section prohibiting passing over any sidewalk shall not apply to driveways.

Unless another penalty is expressly provided herein, any person who violates any provision of this article shall, upon conviction thereof, be punished by a fine not exceeding $1,000, by imprisonment for a term not exceeding 90 days or by a period of community service for not more than 90 days, or any combination thereof. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
