A. 
Every taxicab shall be equipped with a taximeter of a size, shape and design in accordance with guidelines provided by the Taxicab Division.
B. 
Between sunset and sunrise, the face of every taximeter shall be illuminated by a light so positioned as to throw a continuous steady light thereon and render the figures on the taximeter readily discernible by any passenger.

C. 
No owner or driver shall use or permit a taxicab to be used for hire where it has a taximeter on which the seal is broken or whose cover and gear are not intact.
D. 
No driver of a taxicab shall, while carrying a passenger or otherwise employed by a passenger, display a signal affixed to the taximeter in such a position as to denote that such vehicle is not employed or in such position as to denote that he or she is employed at a rate which he or she is not entitled to under this Part 1.
E. 
No person shall operate a taxicab where its taximeter has not been inspected and approved by the Taxicab Division.
All persons owning, operating or controlling any taxicab shall charge the following rates to be determined by the taximeter:
A. 
For not more than three passengers, $6 for the first 1.5 miles or fraction thereof; $0.35 for each additional 1/8 of a mile or fraction thereof; and, in addition,

B. 
For each passenger exceeding three, $0.50 per trip per passenger, not including children under 14 years of age; and, in addition,
C. 
For each three minutes of waiting time or fraction thereof, $0.60. "Waiting time," as used herein, shall include the time when the taxi is not in motion, beginning with the arrival at the place to which it has been called or the time consumed while standing at the direction of the passenger, but no charge shall be made for time lost for inefficiency of the cab or its driver or time consumed by a premature response to a call.
D. 
For senior citizens 62 years of age or over and qualified handicapped persons, upon presentation of a prepurchased discount coupon, a flat rate fare of not more than $5 to any point within the City limits. Not more than three senior citizens 62 years of age or over or three qualified handicapped persons or any combination thereof not to exceed three persons may utilize the discount fare provided in this section on any single trip. For each additional senior citizen passenger or qualified handicapped passenger exceeding three, the fare shall be $0.50. Any trip paid for by the use of a senior citizen/handicapped person discount coupon shall be from the point of pickup to the point of destination without any additional stops for pickups or discharges en route. Additional pickups or discharges during any such trip shall require the presentation of an additional senior citizen/handicapped person discount coupon, together with the payment of an additional flat fare of $5. Discount coupons may be purchased at the Licensing Division, Monday through Friday, between the hours of 9:00 a.m. and 3:00 p.m. The persons owning, operating or controlling taxicabs can cash in said coupons during the same hours set forth above, receiving $4.90 per coupon; $0.10 will be retained by the City for costs of printing coupons and administering the sale and reimbursement as provided in this section. Coupons will be sold in books of five tickets.

E. 
A qualified handicapped person under this article shall include, in accordance with N.J.S.A. 39:4-204, any person who has lost the use of one or more limbs as a consequence of paralysis, amputation or other permanent disability or who is permanently disabled as to be unable to ambulate without the aid of an assisting device or whose mobility is otherwise limited as certified by a physician with a plenary license to practice medicine and surgery or a podiatrist licensed to practice in this state or a bordering state or a physician stationed at a military or naval installation located in this state who is licensed to practice in any state.

A. 
A driver shall notify a passenger(s) of any extra charge prior to the act giving rise to the extra charge.
B. 
A driver shall give any passenger who requests it a receipt reflecting any extra charge in accordance with § 449-34 of this Part 1.
C. 
Although lesser rates may be charged, the following shall be the maximum fare to be paid when a driver personally lifts luggage or other packages into or out of a taxicab:
(1) 
For each trunk: $0.50, regardless of its weight.
(2) 
For each item over 50 pounds: $0.50.
(3) 
For each grocery bag over two: $0.10.
(4) 
For each suitcase over two: $0.10.
(5) 
For each item over two, not previously named in Subsection C(1) through (4), weighing under 50 pounds: $0.10.
No person shall charge or attempt to charge any passenger or potential passenger a fare at a rate in excess of the rate permitted for said vehicle in this Part 1.

When a fare dispute arises, the passenger shall pay the disputed fare and the driver shall issue the passenger a receipt. The passenger may then file a written complaint with the Taxicab Division on forms provided by the Taxicab Division. A hearing shall then be scheduled before the Police Director or his or her designee within 30 days from the date in which the complaint was filed.
If demanded by a passenger, the taxi driver shall deliver to the person paying for the hiring of the cab, at the time of payment, a legible receipt containing:
A. 
The name of the taxi company.
B. 
The name of the driver.
C. 
The driver's taxi license number.
D. 
The total amount paid.
E. 
The additional services provided and amount paid for them.
F. 
The date of service and, if different, the date of payment.
