No unauthorized person shall uncover, make any
connection with or opening into, use, alter, or disturb any public
sewer or appurtenance thereof without first obtaining a written permit
from the Town.
No person shall discharge or cause to be discharged
any storm cooling water or unpolluted industrial waters to any sanitary
sewer. Swimming pool drains shall not be connected to any sanitary
sewer.

All projects (residential, commercial, institutional and industrial),
which will result in a new discharge, a change in use of existing
properties, or the installation, repair or relocation of sewer lines
and/or laterals, require a permit from the Saratoga County Sewer District
No. 1. No such lines and/or laterals may be used unless approved by
the Saratoga County Sewer District No. 1. Lines or laterals which
the Saratoga County Sewer District No. 1 declines to inspect, including
connections to manholes, shall be made by the Town.
Existing building laterals may be used in connection
with new buildings only when they are found, on examination by the
Town, to meet all requirements of this chapter.
In all buildings in which any building drain
is too low to permit gravity flow to the public sewer, wastewater
carried by such drain shall be lifted by mechanical means and discharged
to the building lateral, on approval of the Town.
All excavations required for the installation
of a building or street lateral shall be open trench work unless otherwise
approved by the Town. Pipe laying and backfilling, regardless of pipe
material used, shall be performed in general accordance with Paragraphs
3 through 6 of ASTM Specification C-12, except that trench width,
measured at the top of the installed pipe, shall not exceed the outside
pipe diameter plus 14 inches and, except that no backfill shall be
placed until the work has been inspected. The depth of cover over
the pipe shall be sufficient to afford protection from frost, but
not in any case shall such depth be less than four feet. Where it
is physically impossible to provide cover of four feet, the depth
may be reduced to a minimum of two feet and the pipe shall be insulated,
as approved by the Town.
The street lateral, building lateral, or the
combined lateral shall be tested for infiltration/exfiltration by:
A. Any full pipe method described in §
127-32; or
B. By a suitable joint method, with the prior written
approval of the Town.
All excavations for constructing building laterals
shall be adequately protected with barricades and lights so as to
protect the public hazard. Streets, sidewalks, parkways, and other
public property disturbed, in the course of the work, shall be restored
in a manner satisfactory to the Town. The user shall be responsible
for obtaining any other permits required for the installation of a
new street or building lateral. The cost of restoration of paved public
roads, shoulders, sidewalks or other public property shall be borne
by the user.
All costs associated with the provisions of
this article shall be borne by the property owner unless specifically
stated or agreed to be a cost borne by the Town. The property owner
shall indemnify the Town from any loss or damage that may be directly
or indirectly occasioned by the installation of the building and street
laterals, and connections and appurtenances.

A. In all buildings in which any building drain is too
low to permit gravity flow to the public sewer, wastewater carried
by such drain shall be lifted by mechanical means and discharged to
the collection sewer via a pressure service line or gravity sewer
lateral. For all new connections to the Town system installed after
the adoption of this chapter, grinder pumps shall be located outside
the structure and within 15 feet of the driveway for access purposes.
The grinder pump installation and appurtenances shall be inspected
and individually permitted by SCSD #1.
B. The property owner shall be responsible for the maintenance
and repair of the grinder pump, pressure laterals and all other appurtenances
to the connection point with the common collection sewer (pressure
or gravity) of the sewer system.
