This article shall be known as "Chapter 162, Vehicles and Traffic, Article I, of the Code of the Town of Malta, New York."
No person shall stop, stand or park any vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic control sign or signal during the period November 1 through April 1 on the pavement or shoulder of any and all Town roads or streets.
The Town of Malta Highway Superintendent is hereby authorized and directed to erect official signs prohibiting the stopping, standing or parking of vehicles on any Town highway during the period November 1 of any year to April 1 of the subsequent year.

The violation of this article is an offense punishable by a fine not exceeding $100. In addition thereto, the Town authorities shall have such other remedies as are provided by law to restrain, correct or abate any violation of this chapter.

When any vehicle is parked or abandoned on any Town highway or Town parking lot in violation of this article, said vehicle may be removed by or under the direction of the Town Highway Superintendent.

After removal of any vehicle as provided in this article, the Town Highway Superintendent may store or cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of that vehicle may redeem the same upon payment to the person with whom it has been stored of the amount of all expenses actually and necessarily incurred in effecting such removal and storage.

It shall be the duty of the Town Highway Superintendent to ascertain to the extent possible the owner of the vehicle or the person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem same. The Town Highway Superintendent shall report the removal and disposition of any vehicle removed as provided in this article to the Town Clerk and the Saratoga County Sheriff promptly, but in no event later than 24 hours after removal.
